17 <br />Regular Council Meeting <br />2/15/88 <br />Page 5 <br />First Reading of Resolution Noe 8874, entitled; "A RESOLUTION DECLARING <br />PERRAM ELECTRIC, NC. TO BE THE LO EST AND BEST BIDDER FOR THE INSTALLATION <br />OF A TRAFFIC SIGNAL AT THE INTERSECTION OF BETA DRIVE AND SOM CENTER ROAD, <br />AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCIL TO EXECUTE A CONTRACT WITH <br />SAID BIDDER, REJECTING ALL OTHER BIDS RECEIVED AND DECLARING AN EMERGENCY." <br />` Introduced by Mayor Carmen as a Whole. <br />Mr. Flynn, seconded by Mrs. Mills, made a motion to suspend the rules of <br />Council requiring a resolution to be read on three separate occasions. <br />Roll Call: AYES: All Motion Carried <br />NAYS: None _ Rules Suspended <br />Mr. Flynn, seconded by Mrs. Mills, made a motion to adopt Resolution No. <br />88-4. <br />Mr. Flynn asked if Mr. Hovancsek had any ide-a of the time frame required to <br />complete the installation of the signal. _ <br />Mre Hovancsek said that one issue must be resolved regarding an easement to <br />be obtained for a pole. He said he anticipates the easements to be taken <br />care of in a couple of weeks. He said that Council may have to hold a <br />Special Meeting to accept the easement, <br />Chief Stevens asked if we could push for completion by April 4. <br />Mr. Hovancsek said that he will contact Perram Electric to see what.can be <br />done. Roll Call: AYES: All Motion Carried <br />NAYS: None Resolution Adopted <br />ANY OTHER MATTER THAT MAY 20ME-BEFORE COUNCIL <br />Ridgeliury Culvert - Mr. Hovanscek reported that bids were received Friday <br />for the Ridgebury culvert. He said that the lowest bid received was from the <br />Polovic Construction and Leasing Company, Inc. in the amount of $26,845s <br />The second-lowest bid received was from Camino Construction Inc. in the <br />amount of $29,150. Mr. Hovanscek said that after evaluating the bids <br />carefully, he has written a letter to Mayor Carmen recommending that the <br />contract be awarded to Camino Construction, Inc., being the lowest and best <br />bid. He explained that based upon reviews made by other people, he has <br />determined that the second-lowest bid received is the lowest and best bid. <br />Audit Report - Mr. Patrick said that the auditors have completed the 1985-86 <br />audit, and the documents are availablee he asked if he should make copies <br />for Council. <br />Mayor Carmen said that since the report is quite lengthy, that Council <br />should contact Donna if they are interested, and she will make copies for <br />theme <br />Law-Director - Mayor Carmen said that by the end of this month we will have <br />a new Law Director.
