6 . i <br />MINUTES OF THE REGULAR MEETING OF COUNCIL <br />Mayfield Village <br />June 20, 1988 <br />The Council of Mayfield Village met in Regular Session on Monday., June 20, <br />1988, at 8:10 p.m. in the.Council Chambers of,the Mayfield Village Hallm <br />Council,President Santo Basile presided. <br />Roll Call: Present: Mr. Basile, Mrs. Cinco, Mr. Flynn, Mrs. Mills, Mr. <br />Petschauer, and Mr. Rinker <br />Absent : Mr. Santoro <br />Also Present. Were: .Mayor_ Carmen, Mr. Amendola, Mr, Hovancsek, Mr. <br />Patrick, Mr. Ramos, Chief Mohr, Chief Stevens, and <br />Miss Heathm <br />The Pledge of Allegiance to the Flag was given. <br />OPEN PORTION <br />Mr. Basil Russo;-6858 Deepwood Lane, said that he was.here this evening with <br />some neighbors.of the Aintree North area who were concerned about the issue <br />relating to the traffic light at SOM and Highland. . He said that many <br />neighbors congregated at the scene of the accident Friday evening. As many <br />as 100-200 residents must have come and gone from the scene of the accident. <br />As a result, Mr. Russo said that many people discussed the incident and <br />commented on what they felt contributed to the accident. He said it was the <br />consensus' of opinion that there is a significant increase in traffic on <br />Highland Road as a result of the construction on Wilson Mills and as a <br />result of .the opening of.Alpha Drive. There are considerably more cars <br />traversing.that.,intersection than there were 3-6 months ago. He said as the <br />traffic increases, so does the potential for accidents. Prior to this <br />accident, a similar accident occurred at,that intersection just. 2-3 weeks <br />prior to this accident. <br />He said that one of the.residents had asked a Village official what <br />procedure needed to be followed with respect to making a change in the <br />signal. He_ said. that, the resident was told. that..: the Village had no <br />authority to make a change in the signal; the authorization to make a change <br />rested soley with the State of Ohio. He said that a resident contacted the <br />State of Ohio and.spoke with the Regional Director of the Ohio Department of <br />Transportation. He,was told that the Village has the authority to regulate <br />the signal. The only requirement is that the Village must submit a letter <br />to the State of Ohio indicating.what the change is. He indicated that the <br />last letter.they had received from Mayfield Village was in 1978 which stated <br />normal sequence at all times with the exception of midnight to 6 aem. during <br />which_the light would be:kept on:flashing amber and rede. They had received <br />no subsequent letters indicating.any changes in the light despite the fact <br />that the light had evidently been changed since 1978.
