V2 <br />Regular Council Meeting <br />6/20/88 <br />Page Two <br />Mr. Russo said that they are concerned about the f act that the current <br />timing of the light in terms of the time that it is placed on flashing amber <br />and red creates a hazard at the intersection because it does not do a proper <br />job of regulating the traffic flow. He said that the residents feel that <br />lives are being endangered whe n the light is on•amber and flashing because <br />of the heavy traffic flow. Mro Russo said he believed that it would be the <br />consensus of the residents that the Village take immediate action to rectify <br />the situation so that-there is a normal light sequence to properly regulate <br />traffic. He said they are dumb founded why they received two different sets <br />of information; one from a Sergeant in our Police Department and a <br />contradictory piece of inform ation from an Official in the Department of <br />Transportation. He asked what the Village's position on this issue is and <br />if the Village believes it has the authority to regulate that light. <br />Mr. Basile said he had talked to the Traffic Officer who told him that the <br />State said that because of the limited amount of traffic after 6 p.me that <br />the light must be on flashinge <br />Mayor Carmen said that the Village has not completely formulated it's <br />positionm There are a number of things that must be considered before a <br />decision can be reached. He said that we must look at the advisability of <br />putting the light on a permanent cycle as opposed to a blink cycle during <br />that . time. period. : Mayor Carmen said,we arel researching who has -the <br />authority to.,make the determination. He said that he was also told what Mr. <br />Basile had mentionedo Mayor Carmen said that we are very cognizant that <br />residents are concerned and he is also concerned. He said they will have a <br />response promptly as to who has control over the light and what do the <br />traffic experts advise is the best sequence for the light. ' <br />Mr. Russo said they appreciate the fact t.hat Council and the Administration <br />is on top of this situation and is taking the_necessary steps to get it <br />rectified. He asked if, from Mayor Carmen's last statement, it is <br />reasonable to infer that no changes will be made with respect to the light <br />if the Administration.determines that certain experts deem that it is better <br />to leave the light.as is as opposed to changing it. <br />Mayor Carmen said that that is a reasonable inference if we talk to traffic <br />expexts who tell us for some reason that it would be better not to make a <br />change; however, he said he cannot imagine that scenario. Mayor Carmen said <br />he expects to have.answers within a week or so and he will get in touch with <br />Mr. Russo to let him know. <br />Mrsv Mills said that Chief Stevens was going to check the accident records <br />for that intersection and asked if he would like to comment. <br />Chief Stevens said he looked back a few years at the accident records <br />(statistical information) for that intersection. He reported that the <br />accident frequency was not that great and most of the accidents occurred <br />while the light was on cycle. He said that the accident frequency that Mr. <br />Russo talked about is adversely impacted by the additional traffic.
