<br />Special Council Meeting <br />September 7, 1988 <br />Page 2 <br />Mr. Basile stated that in a legislation bulletin Council received, it <br />specified rules on holding an executive session. <br />Mrs Ramos stated that if an executive session is desired, a majority of <br />Council has to vote yes and the subject for discussion must be stated. This <br />can only happen during a scheduled meeting. Council can hold executive <br />sessions pursuant to Section 103.05. Willoughby Hills and Highland• Heights <br />has done this. Mayfield Heights refers to the Ohio Revised Code. <br />Mr. Flynn, seconded by Mr. Rinker, made a motion to table Ordinance 88-34. <br />Roll Call: AYES: All <br />NAYS: None <br />SEWAGE PROBLEM <br />Motion Carried <br />Ordinance Tabled <br />Mr. Dennis Rash, of 823 Beech Hill, expressed thanks to those Council people <br />who were able to see the annual overflow at the Beech Hill Pumping Station. <br />He stated the Village has a serious health problem and would hope the Mayor <br />and Council would use their meetings to resolve the situation. It is not <br />the residents f ault that the problem exists with the inadequate sewage <br />treatment. It is no fault of anyone in the room, however, there is no plan <br />to handle this situation and future sewage problems. There is hepatitis A <br />and diarrhea virus possible if anyone touches this stuff. A S.W.A.T. Team <br />is available if any emergency happens with the Perry Plant. This is what is <br />needed if another overflow happens. Over a million gallons of sewage was <br />dumped into our streams. A cloud of chlorine was going into peoples homes. <br />No plan is available - no one is educated on this. Mentor, Willoughby and <br />Eastlake need to be involved with this - this is a regional problem. Lake <br />Erie is being pollutedo The man in charge of handling these problems at the <br />Northeast Ohio Regional Sewer District stated in the News Herald that there <br />is no other answer. The untreated sewage must go down and there is no <br />health hazard. The County Board of Health stated there is hepatitis A. <br />Mr. Flynn questioned the name of the person at the N.E.O.R.S.D. <br />Mr. Rash stated that Charles Johnson was one, Edwin Odeal another. It took <br />three days before the repair was completed. This is our health and welfare. <br />Council is the residents representatives and last resort to protect us from <br />this ridiculous bureaucracy. Isn't there some creativity possible by <br />someone in here,involved with the law. Surely someone could come up with <br />something to put a tax on these people for every gallon that overflows. <br />Maybe national headlines is the answer.. They are affecting our health - why <br />can't the Village sue the N.E.O.R.S.D. <br />Is Council aware that there are parts in the Pumping Station that should <br />they break, it would take 31 days to get them in. There are two men there <br />manning the station using crescent wrenches. Surely with all the technology <br />today, a more sophisticated system would be available to Mayfield Village. <br />He went on to say a committee should be formed and plans made to keep the <br />pressure on the Sewer District to get this resolved. Someone needs to get <br />them by the throat and get some action. Meetings and reports need to made <br />on the spills. <br /> <br />r <br />
