157 <br />Regular Council Meeting <br />11/21/88 <br />Page 13 <br />Mr. Hovancsek said that he would call Mr. Bloomfield to find out. <br />Mr. Patrick expressed his thanks to Council for the resolution for Annette <br />Jerome. He said that she is a loss to the Finance Department. He said that <br />the new individual has started and is working full-time. <br />Mayor Carmen requested a short executive session following this meeting to <br />discuss a litigation.matter. <br />Mayor Carmen said that a while back discussion had been held regarding the <br />placement of a traffic signal at Raleigh Drive and Wilson Mills Road to be <br />installed during the construction. He said that we had decided we would do <br />it. He said that Mr. Hovancsek is preparing the plans for the underground <br />work and for the design of the signal. The Traffic Department will be <br />coordinating that work. <br />Sergeant Jay said that he believes the work could be done but would defer that <br />' to the signal people. <br />Mr. Hovancsek said that.the plan should be completed in about two weeks and <br />that it should go up this winter. <br />Mayor Carmen said that he is contemplating doing some new Mayfield Village <br />signs. He said that the boundaries are not marked too well and that it has <br />been brought to his attention that there is alot of confusion for people who <br />don't live in this immediate area as to Mayfield versus Mayfield Heights. He <br />said that the is considering putting up attractive new signs that would say, <br />"Welcome to Mayfield Village" and have the logo on them. He asked for <br />feedback from Council as to what they think of this. <br />Mayor Carmen said that regarding the "Over 55 Snow Removal Program" that he <br />felt the vote on suspension indicates some concern on the part of Council. He <br />said that the purpose of the "Over 55 Snowplowing" is to provide assistance to <br />residents who should not be shoveling their drives, to residents who are on <br />fixed incomes, and/or to residents who are handicapped. <br />Mayor Carmen said there appears to be some concern because no proof is <br />required and because there are certain people that are 55 years old who are <br />capable of paying for their own contractors. Mayor Carmen said he realizes <br />that there might be a few people who would abuse this but he does not feel <br />that means that we should cut out the program or require proof. He explained <br />that from our experience in the past (persons who were on the surplus food <br />program, etc.) that there were certain people who did not want to admit that <br />they needed financial assistance. He said that he realizes the cost involved <br />is significant but thinks that the Village is in a financial position to be <br />able to afford to offer this program. He feels the program would provide an <br />invaluable service to residents. Mayor Carmen cited other programs that <br />benefit particular groups of residents. Mayor Carmen explained that there is <br />no liability on the part of the Village; the contract is between the homeowner <br />and the contractor. <br />Mr. Rinker said that he feels "elderly" should be defined in Section 1. If <br />the program is to be offered to residents 55 years of age or older, the <br />legislation should specify that.
