5 <br /> <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Village of Mayfield <br />January 7, 1986 <br />The Council of the Village of Mayfield met in Special Session on Tuesday; <br />January 7, 1986, at 7:30 p.m. in the Mayor's Office at the Village Hall. <br />Roll Call: Present: Mr. Basile, Mr. Etzler, Mr. Flynn, Mr. Gbley, and <br />Mr, Petschauer <br />Absent : None <br /> <br /> <br />Also Present Were . Mayor Carmen, Clerk of Council Donna Heath <br />Mr. Etzler said this special meeting was called to reconsider Ordinance 85-27 <br />passed by Council on December 23, 1985, vetoed by Mayor Carmen on December 30, <br />1985. <br />Mr. Flynn, seconded by Mr. Goley, made a motion to reconsider Ordinance 85-27. <br />Mr. Etzler asked if there was any discussion. <br />Mr. Basile said. he is not against the raise but personally believes that 42% <br />would be fine, but Mayor C.armen feels that 52% is better than what others <br />have given (other municipalities and manufacturers.) <br />Mayor Car,men said he had a call from a third Mayor thanking him for vetoing <br />the ordinance. All things being equal, he would be happy to give as much a <br />raise as.anyone wanted, but we must consider other things we need to do. He <br />thinks regardless of what happens tonight we need to add another patrolman. <br />He mentioned the quote from a newspaper article that when asked what an <br />employee thought of the raise, they were "shocked". He does not think <br />employees expected the raise. He thinks to give an 84% increase without <br />looking at other needs etc. is a commitment to leading to hand-to-mouth <br />existence for the future. <br />Mr. Etzler said he was speaking on behalf of a few Council members, but their <br />goal was to br.ing Mayfield Village employees to the average. They took <br />the salaries of other communities and averaged them and found that it would <br />take an 82% raise to bring our employees to the average. As far as employees <br />asking.for.72%, they asked for 15% for two years. While we may or may not <br />do that, that has no bearing on next year. Council and the Finance Committee <br />scrutinized their decision well. They do not intend to have any decrease in <br />service, nor do they think any traffic problems.or road repairs will be, <br />neglected. They started a road program last year which we will be able to <br />continue, along with the raise. <br />Mr. Flynn said the Police Department did ask for 82%.
