81 <br /> <br />MINUTES OF A SPECIAL MEETING OF COUN.CIL <br />Mayfield Village <br />June 23, 1986 <br />The Council of the Village of Mayfield met in Special Session on Monday, <br />June 23, 1986, at 8 p.m. in the Council Chambers at the Village Hall. <br />Council President, Richard Etzler presided. <br />Roll Call: P.resent: Mr. Basile, Mr. Etzler, Mr. Flynn(8:10), Mr. Goley,, <br />and Mr. Petschauer <br />Alisent : None <br />Also Present Were . Mayor Carmen, Mr. Feneli <br />Mr. Etzler said this Special Meeting was called for the purpose of discussing <br />Ordinance No. 86-7;. regarding smoking (clean indoor air,.) At the June <br />Caucus many people had comments abo.ut it. At that time, we suggested that <br />they obtain copies of the ordinance to become more familiar with it, and <br />it would be discussed at a Special Meeting in June. Mr. Etzler asked for <br />comments from the audience. <br />Dr. Frank Pamelia, 3545 Lydell Road, Shaker Hts. - Chief of Cardiology Dept. <br />at Hillcrest Hospital - said he reviewed the proposed ordinance. He feels it <br />is fairly straightforward.and clearcut, asking that the people of the <br />community who do not wish.to inhale cigarette smoke, are not forced to do <br />so. He said the issue is not whether.cigarette smoking is harmful, although <br />evidence indicates that it is. But those of us who recognize this hazard are <br />forced to inhale secondary cigarette smoke. There is less knowledge at the <br />present time about the hazards of secondary (passive) smoking, than is <br />known about the hazards of direct smoking.. It is objectio.nable to him as a <br />medical• person who sees the side effects of' cigarette smoking to expose others <br />involuntarYly, including families. Many of the toxic substances that the <br />person administers to:themselves by smoking are then exhaled into the <br />atmosphere. <br />Mr. Joe Singer, Allen Bradley, 6680 Beta Drive - said their company has their <br />own program regarding smoking. They feel it does not take government <br />interference for this type of issue, they have had no problems with their <br />current program. He feels this legislation is very similiar to what's <br />going on in Cleveland. There is no provision in the ordinance for private <br />homes; it addresses public.buildings and industry. He thinks individuals <br />hatie done a good job controlling smo.king and have the right to be non-smokers. <br />He feels that the unnecessary cost that would be generated by this ordinance <br />is not warranted. <br />Mr. Flynn arrived at this time (8:10 p.m.)
