That person told <br />her that she felt the company cares more about their machines than they <br />do about their employees, because there are no signs that say, "Please <br />do not smoke around emploqees." The non-smoker has rights, too.. Less <br />than one third of the U.S. population are smokers. <br />Mr. Whitehouse - said people do eat and drink around machines, and smoke. <br />He has never heard a complaint about smoking. He said if a person who <br />supports you wants to smoke in your office, would you let them? He thinks <br />it is a n•ice pos.ition to take,.but not realistic in business.. <br />" M'r. Joe Singer - said.that regarding a no smoking sign near a machine, <br />there might be flammable materials around that machine. The sign would <br />be there to-protect the individual. <br />Mr. John Leech, former Mayfield Village resident - Chairman of the Board at <br />Hillcrest Hospital.- He thinks smaking is a major social issue and.has <br />to be addressed. He thinks from the steps the Mayfield Village Council are <br />taking in attempting to.a.ddress the issue, that employers will be required <br />to deal with the issue on befialf of employees who do not desire to smoke. <br />He feels if you are going to protect the health and welfare of the citizens <br />in the Village, that it includes employees who spend a major part of their <br />day here. He thinks it's a very responsible way to attack it. It is not <br />prohibiting smoking, it is just requiring that if there are complaints, that <br />an attempt be made to address those complaints and provide employees with. <br />ways to get-away from smoke. <br />Mr. Aridy Ginsburg - said it is difficult for businesses to be the "fall guy" <br />and nearly impossible for businesses to say, "don't smoke", but if the <br />government say "don'.t smoke", a sign can be place that it is a.-1aw that <br />must be co.n?ied with. Mr. Ginsburg feels the legislation is fairly <br />flexible, but that some action must be taken. <br />Mr. Etzler asked if there were any further comments from the audience. <br />There being none, he asked for comments from Council. <br />" M'r:'Goley said Dr. Pamelia mentioned toxic substances, and asked if there <br />is some toxidity with passive smoke. <br />Dr: Pamelia said that is correct. <br />Mr. Goley asked Dr. Pamelia if it would present a health hazard to those <br />'persons inhaling passive smoke. <br />" Dr. Pamelia said they think that it does. <br />;?r. Goley said for the people in the business community, to explain some <br />of.the reasons why he co-introduced this legislation: if you are.in business <br />he is sure there are other regulations governing the safety.of your <br />employees, State and Federal. He said he equates this ordinance to <br />that type of r.egulation. Mr. Goley addressed.Mr. Whitehouse, who said he <br />can't ask his client not to smoke. He asked if Mr. Whitehouse felt if the <br />wording were changed in the ordinance, if it would help. Mr. Goley feels <br />if a sign were posted that indicated smoking was not permitted per Mayfield <br />Village Ordinance 86-7 that it would be self-enforcing, but questioned
