112 <br />Mr. Etzler stated that this ordirLance is also required to be passed tonight <br />in order Lo meet the time limit for submission to the Board of Elections. <br />Mr. Flynn, seconded by Mr. Goley., made a motion to suspend_the rules of <br />Council requiring an ordinance to be read:on three separate occasioris. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Goley, seconded by Mr. Basile, made a motion to pass Ordinance No. 86-16. <br />Mr. Goley questioned the revisions that were discussed at Caucus. <br />Mayor Carmen stated that Mr. Feneli had incorporated the revisions in the <br />ordinance before consideration, therefore.it did not require a voted <br />amendment. He explained the revisioncprovided f.or staggered terms of Council <br />as opposed to all terms ceasing at the same time. <br />Mr. Goley stated that::they had also discussed current ward boundaries remaining <br />the same, ward elections would run as they currently are now, therefore <br />allowing the at-large Council people to be staggered to create the greater <br />amount of consistency on Council. <br />Mayor Carmen further explained that the present Charter Review Commission has <br />proposed seven council people - all elected at large. Presently there are <br />four ward and one at.large. This will provide for four ward and three at <br />large. <br />Mr. Etzler said that he felt that seven were needed and that he did not <br />believe in the ward system. <br />Roll Call: AYES: Messrs., Basile, Flynn, Goley, and Petschauer <br />NAYS: Mr. Etzler <br />Motion Carried <br />Ordinance Passed <br />First Reading of Resolution 86-41, entitled; "A RESOLUTION AUTHORIZING THE <br />MAYOR AND DIRECTOR OF FINANCE TO EXECUTE A CONTR.ACT WITH THE INDUSTRIAL <br />COMMISSION OF OHIO, BUREAU OF WORKERS' COMPENSATION TO EXTEND WORKERS' <br />COMPENSATION COVERAGE TO AUXILIARY POLICE OFFICERS EMPLOYED BY MAYFIELD <br />VILLAGE, OHIO AND DECLAR.ING AN EMERGENCY." Introduced by Mayor Fred N. Carmen, <br />ANY OTHER MATTER THAT MAY COME BEFORE COiiNCIL <br />Mr. Etzler stated that consideration should be given to Ordinance 86-18 and <br />Ordinance 86-37. <br />First Reading of Ordinance 86-18, entitled; "AN ORDINANCE PROVIDING A <br />PROCEDUR.E TO REZ.ONE CERTAIN PROPERTY WITHIN THE MUNICIPALITY." Introduced <br />by Council President Etzler.
