SPECIAL MEETING OF COUNCIL
Mayfield Village
June 27, 1990
The Council of Mayfield Village met in Special Session on Monday, June 27, 1990, at 7:37 p.m.
in the Council Chambers at the Village Hall. Council President Mills presided.
Roll Call: Present: Mrs. Cinco, Mr. Ferrante, Mr. Flynn, Mrs. Mills, and Mr. Rinker
Absent: Mr. Basile, Mr. Pietrafese
Also Present Were: Mr. Amendola, Mr. Patrick, Mr. Ramos, and Miss Heath.
First Reading of Resolution No. 90-43, entitled; "A RESOLUTION DECLARING OLD
DOMIIVION BRUSH, TO BE TBE LOWEST AND BEST BIDDER FOR TBE PURCHASE OF
A TWENTI'-FIVE CUBIC YARD HOPPER LEAF COLLECTOR IN CURRENT
PRODUCTION IN AN AMOUNT NOT TO EXCEED EIGHTEEN THOUSAND THREE
HLTNDRED NINET'Y-FIVE DOLLARS ($18,395.00) AUTHORIZING TBE MAYOR AND
PRESIDENT OF COUNCIL TO EXECUTE A PURCHASE AGREEMENT FOR SAID
EQUIPMENT, REJECTING ALL OTHER BIDS RECEIVED AND DECLARING AN
EMERGENCY." Introduced by Mayor Cannen and Council as a Whole.
Mrs. Mills asked why there was such a difference in the bids received for the leaf hopper.
Mr. Amendola explained that Old Dominion Brush was not known in this area. The closest
municipality to us that-uses their equipment is located in West Virginia. He said many
municipalities have hesita.ted to try them since they do not have a past performance record in this
area. He said his concern is the triaxle--the equipment from Old Dominion Brush does not have a
triaxle, it only has 2 axles.
Mr. Ramos said if the specifications called for a triaxle, that would be a major factor in considering
the bids. He explained that the bid could be rejected on the basis that it did not comply with the
specifications. He explained that if Council did not want to consider the other bid received, they
would have to reject all bids, and re-advertise.
Mrs. Mills stated that Resolution No. 90-43 will remain on first reading to give Village officials
rime to recompare the bids and make sure we aze buying the best equipment for the best amount of
money.
First Readiniz of Resolution No. 90-44, entided; "A RESOLUTION DECLARING CLASSIC
CHEVROLET, TO BE TBE LOWEST AND BEST BIDDER FOR TBE PURCHASE OF A 1990
CHEVROLET CELEBRITY FOUR DOOR STATION WAGON IN AN AMOUNT NOT TO
EXCEED THIlZTEEN THOUSAND FIVE HUNDRED THREE DOLLARS THIItTY-FOUR
CENTS ($13,503.34) LESS TRADE-IN, AUT'HORIZING TBE MAYOR AND PRESIDENT OF
COUNCIL TO EXECUTE A PURCHASE AGREEMENT FOR SAID VEHICLE, REJECTING
Ai i, BIDS RECEIVED AND DECLARING AN EMERGENCY."
