? <br />Special Council Meeting <br />8/6/90 <br />Page 3 <br />Mr. Hovancsek said that during periods of heavy rain they could try to hold the water in. <br />Mr. Jones said they have already been trying that. He said they refer to the pond as a lake because <br />is is 300' long and about 90-100' wide at the widest point. They have never had any problems in <br />the past. Mr. Jones said that at one point this summer he lost a few fish; he is not sure why. The <br />water was down to 1 1/2 - 2 feet at the deepest point and down to 6-8" in other areas. His concern <br />is how long will they have to put up with the problem and what steps can be taken to conect it. <br />Mr. Hovancsek said that he will check with the Soil Conservation people to see if they have any <br />ideas. <br />Mayor Carmen asked Mr. Hovancsek to provide him and Council with a copy of their ideas so <br />they will know what is going on. <br />Mrs. Mills said that Council wished to consider Ordinance No. 90-24. <br /> <br />,I <br />Third Reading of Ordinance No. 90-24, entided; "AN ORDINANCE AMENDING SECTION <br />123.02 OF THE CODIFIED ORDINANCES OF MAYFIELD VII.LAGE, OHIO, PERTAIIVING <br />TO TBE PURCHASE OF GOODS AND SERVICES FOR THE MUIVICIPALITY, PROVIDING <br />FOR ALL NECESSARY PROCEDURES IN CONNECTION TBEREWITH AND DECLARING <br />AN EMERGENCY." Introduced by the Entire Council. (First Reading 5/21/90, Second Reading <br />6/18/90, Third ReaE3ing/Tabled 7/16/90) <br />Mr. Flynn, seconded by Mr. Ferrante, made a morion to suspend the rules of Council requiring an <br />ordinance to be read on three sepazate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Morion Carried <br />Rules Suspended <br />Mr. Flynn, seconded by Mr. Basile, made a motion to enact Ordinance No. 90-24. <br />Mr. Ramos asked if Council understood the ordinance; he knows it was discussed at Ordinance <br />Review and he wants to be sure everyone is one the same page. <br />Mrs. Mills asked if there was any further discussion. <br />Mayor Camlen said that Ordinance Review seems to have changed its. focus over the last several <br />months. It was designed for the Building Deparcment and Council to go over the existing <br />ordinances to determine if they were still viable or if they needed to be changed. Now, new <br />ordinances which are being considered by Council are being discussed at Ordinance Review <br />meetings as opposed to Caucus. Mayor Carmen said that he traditionally attends Council Caucus <br />but does not attend committee meetings such as Ordinance Review. He suggested that everyone <br />try to refocus on what Ordinance Review is and if Ordinance Review will be Caucus, he will attend <br />those meetings. Mayor Carmen said that as faz as this ordinance goes, he feels Council is <br />unhappy, that he did something they did not like. He said they will be creating a problem for the <br />Finance Director and the Law Director. He asked if they asked department heads for their <br />opinions. Mayor Carmen said he feels it would be a bad thing for the Village; it would not be <br />good for its operation, and would make it difficult to run on a day to day basis. He feels that
