<br />Special Council Meeting <br />2/27/89 <br />Page 5 <br />First Reading of Ordinance No. 89-10, entitled; "AN OPRDINANCE <br />ESTABLISHING WAGES, BENEFITS AND OTHER TERMS AND CONDITIONS OF <br />EMPLOYMENT FOR EMPLOYEES OF MAYFIELD VILLAGE, OHIO, FOR CALENDAR YEARS <br />1989-1990, AND REPEALING ALL ORDINANCES INCONSISTENT HEREWITH AND <br />DECLARING AN EMERGENCY." Introduced by Mayor Carmen and the Entire <br />Council. Mr. Flynn, seconded by Mr. Santoro, made a motion to suspend the rules <br />of Council requiring an ordinance to be read on three separate <br />occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Chief Stevens and Mr. Amendola asked to see a copy of the proposed <br />ordinance before it is enacted. <br />They were given a copy of the ordinance. <br />Chief Stevens (regarding page Z, item 2) explained the need for part- <br />time patrolmen to work in excess of 1,000 hours/year. He asked if <br />there was a requirement that we be that specific. <br />Mr. Rinker explained that it affected benefits, etc., and further <br />discussion was held. <br />Chief Stevens noted that on Page 3, Item G, it states that part-time <br />radio dispatchers are not to exceed 20 hours/week. He explained why <br />this would compel him to hire more full-time personnel. He said that <br />he would like to see the section of the Fair Labor Standards Act that <br />states the requirements for full and part time employees. <br />Mr. Santoro suggested that Chief Stevens get together with Mr. Patrick <br />to review the FLSA. <br />Mr. Flynn suggested that Chief Stevens and Mr. Amendola contact Mayor <br />Carmen again about their objections and then come back to Council. <br />Chief Stevens said that he will fully accept the ordinance as long as <br />he has an opportunity to express the concerns of his employees. <br />Mr. Flynn suggested that a meeting be held prior to the Council Caucus <br />on Monday. , <br />Chief Stevens said that he will be on vacation beginning March lst and <br />will return on March 21. He will document his concerns in writing and <br />forward to Mayor Carmen. <br />Mr. Flynn, seconded by Mr. Basile, made a motion to enact Ordinance No. <br />89-10.
