<br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Ma_yfield Village <br />July 13, 1989 <br />The Council of Mayfield Village met in Special Session on Thursday, <br />July 13, 1989, at 7:37 p.m. in the Council Chambers at the Mayfield <br />Village Hall. Council President Santo Basile presided. <br />Roll Call: Present: Mr. Basile, Mrs. Cinco, Mr. Flynn, Mrs. Mills, <br />Mr. Rinker, and Mr. Santoro <br />Absent : Mr. Petschauer <br />Also Present Were : Mr. Ramos, Mr. Wolszynek from Hovancsek and <br />Associates, and Miss Heath <br />Mr. Basile said that the purpose of this meeting was to consider the <br />bid for the Aintree North drainage improvement. He asked if some of <br />the residents in the audience wanted to take a look at the map the <br />engineer drew up so they'd know what was happening. <br />Several residents came up to look at the map. <br />The meeting continued at 7:52 p.m. <br />Mr. Ramos said that Section 3 of the resolution must be amended to <br />delete the names of Norman and Constance Kotoch. The names of Charles <br />and Patricia Grosel need to be added. <br />First Reading of Resolution No. 89-39, entitled; "A RESOLUTION <br />DECLARING C.I.R., INC. AS THE LOWEST AND BEST BIDDER FOR THE PURPOSE OF <br />DEFINING AND IMPROVING A DRAINAGE CHANNEL IN THE AINTREE NORTH <br />DEVELOPMENT N0. 2, CONDITIONALLY AUTHORIZING THE MAYOR AND PRESIDENT OF <br />COUNCIL TO EXECUTE A CONTRACT WITH SAID BIDDER, REJECTING ALL OTHER <br />BIDS RECEIVED AND DECLARING AN EMERGENCY." Introduced by Mayor Carmen <br />and Council as a Whole. <br />Mr. Ramos said that he would like to give some background about this <br />project. He explained that we received two bids. C.I.R. was the <br />lowest. Mr. Ramos said that he was then instructed to send the right- <br />of-ways and easements to the residents involved. He apologized to Mr. <br />and Mrs. Kotoch and said we did not need a right of entry. from them. <br />Consequently, we will need a right of entry from the Grosels. He said <br />that new easements are needed because the channel is moving from one <br />way to another. He explained that a right-of-entry is needed to go <br />into their property and that we may still have to go outside the <br />easements far as the entry is considered. Mr. Ramo said that he asked <br />the people to sign the rights of entry as well as the easements they <br />received yesterday. He said they might need additional time to review <br />them or to have their attorneys review them. Mr. Ramos said we will be <br />accepting the bid, however as mentioned in Section 3, it will be <br />accepted on the condition that executed right-of-entries and easements <br />are received by July 20, 1989 from the various property owners <br />mentioned in Section 3 of the resolution.
