13 1 <br />Regular Council Meeting <br />7/17/89 <br />Page 15 <br />Mr. Ramos said that regarding Aintree North, the legislation provides <br />that all rights-of-entry be signed and in our hands by Thursday in <br />order to start on this. He said that he was advised that the Buzdons <br />are in Europe and said that the legislation may have to be amended to <br />provide additional time to receive their right-of-entry. <br />Mr. Hovancsek said that the work will be starting at the culvert. <br />Since they are at the end of the line the work can be started and <br />continued up to their property. <br />Mayor Carmen asked Mr. Ramos to work on getting a right-of-entry faxed <br />tothem. <br />Mr. Ramos said the report from the Northeast Ohio Regional Sewer <br />District is due next Monday. It was suggested that a draft be <br />submitted to Mr. Hovancsek. Mr. Ramos said the pre-trial has been <br />scheduled for August 10. <br />Mayor Carmen expressed thanks to Council and the Law Director for their <br />support during his trial. <br />Rav Scarso. 741 Butternut - said he wants to commend Council for <br />conducting an efficient meeting. He said that even though they <br />graciously invite residents to participate, the manner in which the <br />agenda is set up the first portion of the meeting is the open portion <br />of the meeting and if they come to listen to the pros and cons of each <br />issue they can't comment on them. Mr. Scarso suggested that the open <br />portion of the meeting be held at the middle or end of the meeting so <br />that residents would be able to comment on the issues after they are <br />discussed. <br />Mayor Carmen said that there was a committee meeting where there was an <br />equal number of people. A question from the audience was when can we <br />address these issues. Mayor Carmen said that they were invited to come <br />to the Council meeting to comment during the open portion at the <br />beginning of the meeting. He said that he had anticipated there to be <br />alot of discussion. Mayor Carmen said that alot of work that gets done <br />is done in committee meetings and at Caucus. He said they are all open <br />meetings and the public is invited to attend. <br />Mr. Petschauer, seconded by Mrs. Cinco, made a motion to adjourn. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />The meeting adjourned at 9:27 p.m. <br />
