<br />Regular Council Meeting <br />11/20/89 <br />Page 7 <br />New Business <br />Snow Removal - Mayor Carmen said that he talked to John last night and <br />asked that a representative be present tonight because we want to try <br />to get off on the right foot. Unfortunately we got hit with a lot of <br />snow and the Police Department received in excess of 100 calls. He <br />said we need to establish a procedure for communicating with the <br />residents. <br />Mike (from Progressive Landscape Design) said that they have hired an <br />answering service. They did not expect to receive that many calls. He <br />said that they were so late plowing because alot of roads in Kirtland <br />were closed and they could not get to their equipment. He said they <br />will take care of any damage done to lawns, etc. They will finish <br />marking the driveways tomorrow. He said it would be a good idea for <br />the Village to start this earlier in the season. Every plower usually <br />takes 4-5 dry runs before the snow falls, they didn't get a chance to <br />do that. He hopes it will not happen again. <br />Mayor Carmen said he understands that there was a problem with the lack <br />of markers. The other problem was with communication. He said it is <br />important to get back to the residents; they are relying on the <br />service. <br />Hanover Woods Permits <br />Mr. Flynn said he would like to have no curtailment of contractors and <br />homeowners. He wants to go on record that he opposes this; he does not <br />feel the owners should be penalized. <br />Mr. Ramos said he does not know what we can do, he hates not to send <br />the letter. <br />Mayor Carmen asked Mr. Ramos to look into liability for the Village. <br />Day Care Center at Mayfield Methodist Church - Mr. Ramos said that on <br />November 16, Planning and Zoning recommended that Council grant a <br />Special Use Permit with the following conditions: <br />1) That they comply with city Ordinances and State laws <br />2) Have yearly inspections by the municipal building and fire <br />inspectors <br />3) Such opereation be done by Toni Novak <br />4) Barrier subject to Architectural Review Board review <br />5) Proper signage be installed <br />Mr. Basile said that representatives from the Methodist Church intend <br />to come before Council to find out Council's feelings regarding the <br />special permit. Mr. Basile said he felt that the type of signs and <br />barrier should be part of the ordinance or special permit. He said <br />that discussion was held at the Planning and Zoning Meeting about <br />whether or not Council would want to specify the type of signs and <br />whether they would want these conditions as part of the Ordinance.
