CP <br />Regular Council Meeting <br />11/20/89 <br />Page 8 <br /> <br />Mr. Ramos explained that Council asked him to determine rules that <br />regulate child care. He said that State law is comprehensive in this <br />regard. If the municipality is going to issue a special use permit, <br />they could regulate some things they must do. He said as long as Gus <br />Amendola and John Panzero feel the municipality is protected he sees no <br />problem. He said he could have something ready by the December meeting <br />if the municipality wishes. Mr. Ramos said he thinks the church is <br />looking for some type of feeling from Council so that they can move <br />forward starting with building, etc. <br />Mr. Basile said he thinks the barrier must be reviewed by the <br />Architectural Review Board. <br />Mayor Carmen said he thinks they are looking for a feeling tonight <br />about whether it is a viable project or whether there are strong <br />reservations. <br />Mayor Carmen said he thinks it is a good project which will provide a <br />service to the community. He does not see any great risk because they <br />are regulated by the State. He feels permits should be considered on a <br />case by case basis. This case is unique because the facility is in the <br />church. <br />Mrs. Mills asked if Mr. Ramos could prepare the ordinance by the <br />Caucus so they could discuss it further. She said she thinks it is a <br />good idea. <br />Mr. Ramos asked if Council wanted any additional conditions. <br />Mrs. Mills suggested that Lt. Jay look at the placement of the fenced- <br />in yard so that when they go to the Architectural Review Board that <br />they have his opinion. <br />Nlayor Carmen asked if anyone had any strong feelings against this. <br />Mr. Rinker said no, he thinks they want to work out the details. <br />Hearing no objections from Council, Mayor Carmen told Mr. Ramos that it <br />looks like a go. <br />Fire Department Lieutenant - Mayor Carmen said that after consultation <br />with the Chief and Firefighters he determined it was a good time to <br />create 3 lieutenant positions within the Fire Department. He <br />understands there is no opposition to this. If that is the consensus, <br />the Chief should begin drafting job descriptions. Mayor Carmen told <br />Mr. Ramos to prepare the legislation. <br />Ranking of Part-time FirefiQhters - Mayor Carmen said the Chief is not <br />in favor of ranking part-time firefighters. However, he is in favor of <br />pay differential so that a part-time firefighter that has been with us <br />for 15 years does not get paid exactly the same as the part-time
