31 <br />MINUTES OF A SPECIAL MEETING OF COUNCIL <br />Mayfield Village <br />March 2, 1992 <br />The Council of Mayfield Village met in Special Session on Monday, March 2, 1992, at <br />eight o'clock p.m. (8 p.m.) in the Council Chambers at Village Hall. Council President <br />Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, <br />Mr. Flynn, and 1VIr. Rinker <br />Absent: None <br />Also Present: Mayor Pietrafese, Mr. Diemert, Mr. Hovancsek, Chief Stevens, <br />I,t. Porter, and Miss Heath <br />Mr. Rinker said there are three items on tonight's agenda. The first two deal specifically <br />with the compensation for Mayor and Council. Mr. Rinker said he would like to make a <br />brief introduction to the audience, then he will turn the meeting over to Finance Committee <br />Chairman, Larry Flynn. Mr. Rinker said the reason Council is holding the meeting tonight <br />is they have to work with a deadline. To get the issues on the ballot in May, they must <br />have everything to the Board of Elections by Thursday. <br />Mr. Flynn said, as a senior member of Council he has worked with and seen the work of <br />several mayors and many councilmen. He described the growth and vast increase in the <br />amount of responsibility and obligations placed upon the Village's Mayor and Council. Mr. <br />Flynn asked that Council adopt both resolutions this evening (under suspension); and for <br />Council to please support him in allowing the voters to make this decision. (A copy of Mr. <br />Flynn's presentation will be attached to these minutes as a permanent record.) <br />Mr. Rinker asked that Mr. Diemert read the tides of both resolutions. Then, he will ask all <br />Council members for their comments and observarions. <br />First Readiniz of Resolurion No. 92-12, entitled; "An emergency resolution establishing the <br />maximum compensation for members of Council." Introduced by Councilmembers Busa, <br />Fixler, and Flynn. <br />First Reading of Resolution No. 92-13, entitled; "An emergency resolution to submit to the <br />voters a question relating to the compensarion for the Office of Mayor." Introduced by <br />Councilmembers Busa, Fixler, and Flynn. <br />Mr. Rinker said Councilmembers currently make $3,600 a year. The proposal states, <br />"Shall the ordinance establishing the compensation of the members of council so as to limit <br />same from exceeding eight thousand dollars ($5,000.00) per annum, be adopted?" Mr. <br />Rinker said, in other words, it would be a cap of $8,000. <br />Mr. Rinker said the compensation for the Mayor would not exceed $42,000 per annum; <br />with the same benefits provided all full-time directors of the Village.
