34 <br />Special Council Meeting <br />3/2/92 <br />Page Four ROLL CALL: AYES: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, <br />and Mr. Rinker . <br />NAYS: Mr. Flynn Motion Carried <br />Resolution Tabled <br />First Reading of Resolution No. 92-14, entitled; "An emergency resolution establishing a <br />special account lnown as the promotion and benefit account." Introduced by Mayor <br />Pietrafese and Council as a Whole. <br />Mr. Basile, seconded by Mr. Ferrante, made a motion to suspend the rules of Council <br />requiring a resolution to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Ferrante, seconded by Mr. Basile, made a motion to adopt Resolution No. 92-14. <br />Mr. Rinker said they been paying out-of-pocket expenses for cards and flowers for <br />employees and dignitaries. They asked Mr. Diemert to look into, with the auditor, setting <br />up an account with $1,000 per year for such expenses. The auditors have approved this as <br />long as Council is awaze of the expenditures. This ordinance creates that account and <br />appropriation to it. <br />Mr. Busa said he wants to remind Council that in 1970 or 1971 he did the same thing and it <br />was questioned by the auditors. <br />Mr. Diemert said Mr. Busa is correct. In the 1970's and 1980's such expenditures were <br />held inappropriate. They have since been authorized and allowed by the auditors as long as <br />they are approved by Council. They now require that we give them notice indicating this <br />has been adopted and that it is on record and in writing. <br />Mr. Busa asked Mr. Toth (in the audience) what his experience in other towns was. <br />Mr. Toth said if Council should deem an expense for public purpose then it is o.k. by law. <br />Mrs. Cinco said she would like to think this will be used for such things as the flower fund <br />was used and that they will receive montlily accountings. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Cairied <br />Resolution Adopted . <br />Mr. Rinker asked Council to amend the agenda to include discussion with Steve Toth. <br />Mr. Busa, seconded by Mr. Basile, made a motion to amend the agenda to include: <br />?discussion regarding the Finance Director appointment.
