37 <br />MINUTES OF A SPECIAL MEETING OF COUNCII. <br />FOR WORKSHOP PURPOSES <br />Mayfield Village <br />March 9, 1992 <br />The Council of Mayf'ield Village met in Special Session on Monday, March 2, 1992, at <br />seven o'clock p.m. (7 p.m.) in the Council Chambers at Village Hall. Council President <br />Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, <br />Mr. Flynn, and Mr. Rinker <br />Absent: None <br />Also Present: Mayor Pietrafese, Mr. Amendola, Mr. Toth, and Miss Heath <br />Mr. Rinker said they are going to go over, together, a proposal that has been put before <br />Council strictly for discussion purposes; by no means is it a final agreement. Mr. Rinker <br />said this is regarding the long-standing dispute between Mayfield Village and Pazkview <br />Golf Course. He said because of the nature of the conflict between the two parties and the <br />fact that there is litigation, they could hold this discussion behind closed doors, however, <br />since it is of public interest to the community, they do not want to do that and will be <br />discussing this tonight. <br />Mr. Rinker said he will entertain questions from Council members. Since it is a workshop, <br />he expects people will have quesrions. He said they are not here to debate issues; he <br />acknowledges that people have opinions to express, however, he asked that they do so <br />with decorum. <br />Mr. Rinker said that the Village has engaged Michael Gavin from the firm of Mansour, <br />Gavin, Gerlack, and Manos to assist with this litigarion. Mr. Gavin is out of town and <br />cannot be here this evening. <br />Mr. Rinker said there are 20 paragraphs to the document. He will not be disseminating <br />copies of the agreement to the public this evening. <br />Mr. Rinker gave a brief overview of the agreement which contemplates 21 years time. He <br />cited the proposed coniractual provisions regazding control of the golf course, the scenic <br />easement, the various mechanisms by which the Village would have the opportunity to <br />acquire the golf course, the right of first refusal, windows of opportunity for the LaConte <br />family to find a third party to purchase the property, how the Village could unilaterally <br />cancel the agreement, how the LaConte family could be given the chance to upgrade the <br />facility and erect a barn or other structure on the property, and provisions for the Village to <br />purchase the property in the 21st yeaz (encompassing the hiring of appraisers). Mr. Rinker <br />said they are also looking into some type of preferred treatment for Mayf'ield Village <br />residents such as discounted greens fees or preferred starting times. <br />
