? ?L <br />MINUTES OF A SPECIAL MEETING OF COUNCII. <br />VII..LAGE HALL <br />MAY 28, 1992 <br />T'he Council of the Village of Mayf'ield met in Council Chambers on Thursday, May 28, 1992 at <br />8:40 a.m. Council President Bruce Rinker presided. <br />Roll Call: Present: Mr. Basile, Mr. Busa, Mr. Ferrante, Mr. Fixler, Mr. Flynn and <br />Mr. Rinker. <br />Absent: Mrs. Cinco <br />Also Present: Mr. Diemert (arrived late), Mayor Fietrafese, Mr. Toth and <br />Mrs. Martin. <br />Purpose of the Meeting <br />Mr. Rinker stated the Special Meeting was called for the purpose of amending the Building Code <br />concerning the fee schedule. <br />Mr. Amendola had contacted Mr. Rinker last evening stating he would not be able to attend the <br />meeting this morning. Mr. Amendola has submitted the information requested by the Law Director <br />for the preparation of legislation. However, since he has not been able to contact the Law Director <br />? this morning, and no legislation has been submitted, he asked that consideration be given to <br />enacting by substance only and changes could be adopted later. He asked Council for their <br />comments. <br />Mr. Fixler stated some of the fees seem low and he would like to recommend an increase. <br />Mr. Rinker asked if the matter could be referred to Caucus on Monday and a Special Meeting could <br />be held then. <br />Mr. Flynn said a modest increase would be better than last year's rate. <br />Mr. Rinker questioned the legislation from Highland Heights that was before them. <br />Mrs. Martin stated that Mr. Hovancsek had faxed it over for their reference with regard to chazging <br />a fee earmarked for recrea,tion development in the Village. He and Mr. Amendola discussed the fee <br />schedule yesterday and Mr. Hovancsek suggested an amount of $500.00 be charged to all new <br />property owners when taking out a permit for consiruction. This could be used for recreation <br />equipment or purchasing land. <br />Mr. Flynn stated that Mr. Toth could set up a fund for this fee. <br />Mr. Toth stated a fund could be set up for the impact fee. <br />Mr. Fixler was of the opinion that if a fee is charged, the Village would be obligated to offer more <br />to the residents. <br />? <br />? <br />, <br />_?
