?
R laz Council Meeting
6/1 92
Page '
Hicko aste Water Treatment Plant - Mr. Hovancsek said it is not meeting Federal
requuements d standards. As a result, the Ohio E.P.A. levied a penalty against the Cuyahoga
County Commi ioners. They have requested the Village prepaze the improvement plans so they
can move at a fas r rate to solve the problem. He has heazd nothing about the amount of the fine.
The users (of the C ahoga County Sanitary Engineering Department) will actually end up paying
the penalty.
Mr. Rinker asked how th`? figures into the improvement in the area.
Mr. Hovancsek said the pum station could probably be kept in place as part of the overall master
plan. It could pump sewage t S.O.M. There is supposed to be a meeting with Highland Heights,
Mayfield Village, and the Sani Engineering Department. They need to co?ae up with a plan for
the northerly portion of the Villa s. Mr. Hovancsek explained the location of the sanitary sewer
trunk which is the County's respon 'bility. The Hickory Hill plant is not part of the inter-
community trunk system; that is a se arate issue that must be done by 1996. I3e said it is essential
this matter be resolved because of the nalty being levied by the State.
Mr. Fixler asked if that pump station coul handle this without any problem.
Mr. Hovancsek said a new pump station wou have to go in and Aintree Nortfl? would have to be
upgraded.
Mr. Fixler questioned the piping.
Mr. Hovancsek said there is a holding tank facility at t e existing Highland Heights plant that could
pump into the other plant. There will be a new sanitary ewer for Hanover Woods and Village
Trails.
Mayor Pietrafese asked if we will have a problem with
Mr. Hovancsek said there should not be a problem. Putting in a'V4-hour detention eliminates a
crisis from occurring. \
Mr. Hovancsek said by June or August 1995, there will be no more B ech Hill Pump Station (it
will be permanendy eliminated at that point.)
Mr. Rinker asked if Mr. Hovancsek could have any diagrams that will dem nstrate this.
Mr. Hovancsek said the plans for the interceptor are here.
Mr. Rinker said it is tentatively set for Jim Bruggeman from the County Sanitary gineer's Office
to attend the August Caucus. He asked if Mr. Hovancsek could coordinate with hi and maybe
the Northeast Ohio Regional Sewer District could help us.
Mr. Flynn asked if there was any chance they could hold up on this unril 1995.
Mr. Hovancsek said if we wait, the fees that would be levied would probably exceed the cos to
update.
