092
Regular Council Meeting
6/15/92
Page Six
Hickorv Hill Waste Water Treatment Plant - Mr. Hovancsek said it is not meeting Federal
requirements and standards. As a result, the Ohio E.P.A. levied a penalty against the Cuyahoga
County Commissioners. They have requested the Village prepare the improvement plans so they
can move at a faster rate to solve the problem. He has heard nothing about the amount of the fine.
The users (of the Cuyahoga County Sanitary Engineering Department) will actually end up paying
the penalty.
Mr. Rinker asked how this figures into the improvement in the azea.
Mr. Hovancsek said the pump station could probably be kept in place as part of the overall master
plan. It could pump sewage to S.O.M. There is supposed to be a meeting with Highland Heights,
Mayfield Village, and the Sanitary Engineeririg Departrnent They need to come up with a plan for
the northerly portion of the Villages. Mr. Hovancsek explained the location of the sanitary sewer
trunk which is the County's responsibility. The Hickory Hill plant is not part of the inter-
community trunk system; that is a sepazate issue that must be done by 1996. He said it is essential
this matter be resolved because of the penalty being levied by the State.
Mr. Fixler asked if that pump station could handle this without any problem.

Mr. Hovancsek said a new pump station would have to go in and Aintree IVorth would have to be
upgraded.
Mr. Fixler questioned the piping.
Mr. Hovancsek said there is a holding tank facility at the existing Highland Heights plant that could
pump into the other plant. There will be a new sanitary sewer for Hanover Woods and Village
Trails.
Mayor Pietrafese asked if we will have a problem with Beech Hill.
Mr. Hovancsek said there should not be a problem. Putting in a 24-hour detentimn eliminates a
crisis from occurring.
Mr. Hovancsek said by June or August 1995, there will be no more Beech Hill Pump Starion (it
will be permanendy eliminated at that point.)
Mr. Rinker asked if Mr. Hovancsek could have any diagrams that will demonstrate this.
Mr. Hovancsek said the plans for the interceptor are here.
Mr. Rinker said it is tentatively set for Jim Bruggeman from the County Sanitary Engineer's Office
to attend the August Caucus. He asked if Mr. Hovancsek could coordinate with him and maybe
the Northeast Ohio Regional Sewer District could help us.
Mr. Flynn asked if there was any chance they could hold up on this until 1995.
Mr. Hovancsek said if we wait, the fees that would be levied would probably exceed the cost to
update.
