187 <br />MINUTES OF A PUBLIC HEARING OF COUNCIL <br />Mayfield Village <br />November 16, 1992 <br />The Council of Mayf'ield Village met in Special Session on Monday, November 16, 1992, at <br />8 p.m, in the Council Chambers at the Village Ha11. Council President Bruce Rinker presided. <br />ROLL CALL: Present: Mr. Basile, Mr. Busa, Mrs. Cinco, Mr. Ferrante, Mr. Fixler, <br />Mr. Flynn, and Mr. Rinker <br />Absent: None <br />Also Present Were: Mayor Pietrafese, Mr. Diemert, Mr. Hovancsek, Chief Mohr, <br />Mr. Phillips, Chief Stevens, Mr. Toth, and Miss Heath <br />Mr. Rinker said, for the members of the audience, they will conduct their regular monthly meering <br />immediately following this Public Hearing. <br />? Mr. Rinker said he wrote an article in the VOICE OF TBE VILLAGE some time back and they <br />have talked about this and people are awaze they have looked to rezoning for single-family use of <br />the northwest quadrant of Mayfield Village that is roughly bounded by Highland Road to the <br />south, S.O.M. to the east, and I-271 to the west, and White Road to the north. They have looked <br />at this for some time now and have had a lot of discussions about it amongst themselves. <br />According to the procedures they need to follow in order to place this matter onto a referendum <br />special ballot that they would have in February, it is necessary that they conduct this Public <br />Hearing tonight. <br />Mr. Diemert said the proposed ordinance would, on the basis of recommendarions from the Village <br />planner Mr. Hill, rezone the entire property in the northwest quadrant of the Village of Mayfield <br />from current zoning (producrion-distriburion and office-laboratory) to single-family residential. <br />He said perhaps Mr. Hill could better explain it in detail, but all members of Council have reviewed <br />the plan, have studied and quesrioned it, and reseazched it further. This is the third reading on the <br />subject ordinance as well. <br />Mr. Rinker said Mr. Hill was engaged by the Village some time ago to focus largely on this <br />northwest quadrant, however, at the same time they have turned to him for services in reviewing <br />the entire demographics of the Village. Mr. Rinker said he will make reference tonight to a Master <br />Plan for the Village and they are going to at least put that onto a first reading tonight. However, he <br />wants to make it clear to everyone present that the Master Plan in and of itself is separate and apart <br />from the rezoning they aze contemplating. The Master Plan is going to touch upon some other <br />matters separate and apart from the rezoned azea. Those are discussions they intend to carry <br />forwazd in the weeks ahead. They complement one another and to the extent Mr. Hill wants to <br />make reference to them, they would appreciate their doing so. Mr. Rinker asked Mr. Hill to give a <br />quick background of his credentials and involvement with the Village. <br />
