188 <br />Public Hearing <br />11/16/92 <br />Page Two <br />Mr. Hill said he is a private community planning consultant. At the present tirne he is engagerl to <br />serve as the planning consultant for six or seven municipalities in Cuyahoga and Summit Counties. <br />He does not want to spend anymore time on that and get right to the point. If anyone has a specific <br />question on his background, he will be very happy to address that. Mr. Hill said they were <br />retained by the Village about a year ago to look at a very specific development azea. That has been <br />identified earlier this evening as the northwest quadrant Mr. Hill said when they looked at it, they <br />broadened it somewhat to include a study area that would be bounded on the west by I-271, on the <br />south by Wilson Mills, on the east by S.O.M. Center, and on the north by White Road. Since that <br />time, (they have completed that development study), they were asked to expamd their work to also <br />address an updated Master Plan or comprehensive plan for the Village. So, they are in the process <br />of doing that. Mr. Hill said he has some preliminary studies that he would like to leave with the <br />idea that obviously they have not an opportunity to review any of this work, there will be work <br />meetings that will be required not only with the Administrarion and Council but including the <br />Planning Commission. To address the rezoning they have before them this evening, Mr. Hill said <br />as he has indicated, they have looked at this area in some detail not only through the first <br />development study but also in terms of the comprehensive plan. It is their firm recommendation to <br />the Village Administrarion and Council that this area be rezoned from its current office-laboratory <br />and production-distribution and single-family to entirely U-1 residential zoning district Mr. Hill <br />said in their analysis of the entire Village, they have found that about 26% of all developed land is <br />allocated to residenrial use within the Village. He said if you relate that to corresponding and <br />similaz situations, that ratio would be about 55%. In terms of the amount of developed land that is <br />allocated to residential, the Village is about half of what would be the norm. That is not saying it is <br />good or bad, it is actually a fact. In terms of industrial development or industrial land use in terms <br />of developed land, industry represents about 8% of your total developed land today. Mr. Hill said <br />a normal ratio within a compazable community would be about 6%. Today, you are somewhat <br />higher than the norm. Again, that speaks very highly for Mayfield Village. Probably more <br />important than those general things they have talked about, if the present azea were to be developed <br />(the area north of Highland and south of White Road) as currently zoned all traffic that would serve <br />that area and the traffic that would be generated by that area (assuming the majority of the traffic <br />would corne from I-271) would have to go down Wilson Mills Road and up S.O.M. to service that <br />azea. He thinks the traffic alone would create a severe impact upon the community. There is no <br />opportunity to extend Beta Drive north so in all probably there would be another interior <br />development road, however, there would be no way to access this azea other than take Wilson <br />Mills and S.O.M. Finally, Mr. Hill feels the Parkview Golf Course is an exiremely important <br />community facility and community open space for the Village. It is our feeling that to preserve and <br />utilize the golf course (whether it be in its entire configuration or in some other arrangement) it <br />would be far better to do it in a residential environment than it would be in terms of industry. <br />Those are the basic reasons they have come to their conclusion with regard to the rezoning. As he <br />indicated, they have looked at this area in detail on two occasions and their recommendation is very <br />strongly that it be rezoned from its current office-laboratory, production-distriburion to single- <br />family use. Mr. Hill said when he passes out the preliminary drafts of the comprehensive plan <br />they will see they have looked at the current population data which has been available with the <br />1990 census and they have looked at the economic profile. <br />Mr. Rinker said he would like to turn this over to Council and Department Heads if they have any <br />questions, then, he will turn this over to answer any quesrions people in the audience may have. <br />Mr. Basile asked Mr. Hill if he feels if this goes to a lawsuit you will be able to defend your <br />posirion.
