189 <br />Public Hearing <br />11/16/92 <br />Page Three <br />Mr. Hill said absolutely; they do not make a recommendation if they do not completely and firmly <br />believe in it. Mr. Hill said he probably has testified in 60-70 court cases regarding Planning and <br />Zoning matters so he is very familiar with procedures and what it is all about. <br />Mr. Fixler said the widening of S.O.M. appeazs to be inevitable; will that have any effect on your <br />plan whatsoever? <br />Mr. Hill said no, as part of the comprehensive plan it does include a transportarion element. They <br />have assessed the current faciliries not only on S.O.M. but on all the major arterials and have made <br />recommendarions with regard to improvements. Certainly that improvement is one that is <br />necessary. Regardless of that, their recommendation with regard to the rezoning would stay the <br />same. <br />Mr. Rinker asked if anyone in the audience had any questions for Council or Mr. Hill. <br />Mr. Basconi asked the number of homes projected for the study area. <br />Mr. Hill said based on the current development density which would be approximately 1.8 units <br />per acre, they estunated there would be potential of about 315. <br />Mr. Fixler asked what price range of homes and what size lots. <br />Mr. Hill said he had no idea as to price range; they would be 20,000 square feet. He would <br />assume this would be a very good residential market and would expect the residential mazket <br />would be on the high end. . <br />Mr. Rinker said this would be ried into our current single-family residential use district. <br />A gendeman in the audience asked what impact that would have on the current sanitary system-- <br />would this be septic tank or sewerage and what impact would it have upon the existing homes. <br />Mr. Hill said he is assuming it would be central sewer and water facilities. It would be no different <br />whether the development would proceed as currently zoned. <br />Mr. Hovancsek said the Ohio EPA would not pemut septic tanks on a development of this nature. <br />They would have to go with either a pump station or force main if they go ahead right now for <br />Phase I and later then go into the sanitary sewer system. All lots within that development would <br />have to have sanitary sewers. <br />A man in the audience asked what would happen to existing dwellings in that area, would they still <br />stay septic tanlc? <br />Mr. Hovancsek said we are going to be mandated by the Ohio EPA to install sewers on S.O.M. <br />Center Road and all the existing streets within the Village where there aze no sanitary sewers, by <br />1997. We have not received the official mandate from the EPA but some neazby communiries have <br />received it. <br />A man in the audience asked what would happen to existing businesses on S.O.M.--would they be <br />grandfathered?
