194 <br />Regulaz Council Meeting <br />11/1?/92 <br />Page Two <br />Mr. Rinker said the only other point he wants to make concerns the Mayor's use of the car. Mr. <br />Rinker said he feels they have reached an impasse and feels constrained to make a couple of <br />observarions. His feeling is they have had a discussion on this before. It started initially with the <br />Mayor's soliciting responses from Council. It was his impression that the car was going to have <br />multiple purposes. Thereafter, it became obvious the Mayor was intending to use the car <br />essentially for his own purposes. Mr. IZinker said they had lengthy discussion about this at a <br />meering recendy. They voted 4-3 against the Mayor's use of the car. Everyone had chances to say <br />what they felt for and against his use of the caz. The Mayor has decided to veto the vote. Mr. <br />Rinker said the point of his comment goes to the Mayor's explanarion. He said he is sorry that <br />Blase feels he is unfairly cross-examined about his use of the car and feel they are treading upon <br />rights he has as a Mayor to make certain executive decisions. He thinks it comes down to making <br />a mountain out of a molehill. He thinks it is an inappropriate use of the car. It is an unmarked <br />vehicle that is essentially used for police purposes. Unless facts have shown differently, it appeazs <br />that he has used the caz essentially for his use, however much he logs the miles or maintains the <br />vehicle, he feels it is inappropriate use of the car. <br />Mr. Ferrante said they are talking about a veto--a veto of what? There was no legislation; how can <br />he veto their vote without legislation? <br /> <br />Mr. Rinker said as a Council body they can make that kind of "legislation" as they convene a <br />meeting. They had discussion; they articulated the matter, and voted upon it. He thinks the veto <br />was properly carried out. Mr. Rinker said the Mayor has explained why and he is just giving his . <br />feelings on it. <br />Mr. Ferrante said there is one way to setde the whole thing--sell the car. <br />Mr. Basile said he agrees; the Mayor said at the last meeting that he would buy the car--he wanted <br />to bid on the car. <br />Mr. Rinker said he thinks they have discussed this matter enough and no matter which way they <br />go, they have demonstrated a pretty basic split of opinion on Council and he needed to speak his <br />mind on the matter. <br />DEPARTMENT HEAD REPORTS: <br />Mr. Rinker said Mr. Amendola was on vacarion. <br />Mr. Hovancsek reported the plans for a Class III registration for the composting site at the Service <br />Building have been prepared and will be submitted to the E.P.A. tomonow. However, he has <br />some bad news--last week the Village received a letter from the Small Villages and Townships <br />Committee of the Ohio Public Works Commission indicating that they have placed a high priority <br />on water and sewer projects and that they did not give the Village the $67,000 grant we thought we <br />had. Mr. Hovancsek said they had 26 or 27 million dollars worth of applicadons that they sent out <br />letters indicating they wanted data on, but they only had about 12 million dollars to spend. <br />Mr. Rinker asked if the overall cost was just under $140,000 and if the site work (as far as <br />extending the asphalt pad) is separate.
