<br />Regular Council Meeting <br />11/16/92 <br />Page Three <br />Mr. Hovancsek said yes, it is separate. He said they can re-apply for funding in May. <br />Mayor Pietrafese suggested they wait and re-apply. <br />Mr. Rinker suggested they put aside money now and buy the equipment in two stages. <br />Mr. Flynn asked if Mr. Hovancsek was suggesting they spend $12,000 now for the preparation <br />and the site location. <br />Mr. Hovancsek said yes; we need a place to store the leaves. We can continue the opera.tion as we <br />aze without the sophisticated equipment. <br />Mr. Flynn said he is for it if the rest of Council is for it, but for the $140,000 they will have to go <br />back to the drawing board. <br />Discussion was held about the type of equipment. <br />Mayor Pietrafese asked if we could possibly do that on a lease-purchase or some type of program <br />like that. <br />Mr. Hovancsek said yes. <br />Mr. Hovancsek said he received prices for the additional work at the northwest corner of the <br />compost site. The lowest price was over $11,000. The Law Director indicated in as much as it <br />was over $ 10,000 for the project, it would have to be re-bid. If they go through the bidding <br />process it would be past the time they could use it. Or, they could modify it and perhaps bring the <br />price down. <br />Mr. Die:mert said there is a third alternative, they could pass it on emergency basis without the <br />necessilty of bidding if Council determines that this is something of utmost urgency. The informal <br />bids are: competitive and he does not think the auditors would give them a problem if they did an <br />emergency. <br />Discussion was held <br />Mr. Rir.ilcer asked if they can do this project now efficiendy, or will they be looking to repair it in <br />the spring because it is already too late in the season. <br />Mr. Hovancsek said he believes it can still be done effectively unless it rains or snows every day <br />between now and the first of December. <br />Mr. Die;mert said he can prepare an emergency piece of legislation and if Council wants to do it by <br />motion tonight in tide, declaring that it is an emergency situation and they suspend the necessity of <br />formal lbids, awazd it to King Excavating. <br />195 <br />Mr. Hovancsek the contract has been signed and the contractor is supposed to start work in about a <br />week. `i?Ve have a one-yeaz maintenance bond. We could do at least 3/4 of the project. Since it is a <br />unit price contract, we do not have to re-negotiate.
