~~ <br />Mayor Beebe stated he would open the meeting. A new Council <br />President would be appointed, also a replacement for Mr. Glen <br />Booth of the Civil Service Commission, as he is resigning. <br />Mayor Beebe asked for suggestions for a new Civil Service <br />Commission Representative. It was decided that the Recreation <br />Board; appoi.n.tments would• be made at the Regular Meeting of <br />Coune-il- in January. Mayor Beebe asked for anything- else to be <br />done at the Organizational Meeting. <br />;-, <br />Mr. Busa stated the Firemen's Dependents Fund members should be <br />appointed at this time also. <br />Mr. Avery stated it would be an appropriate time, at the <br />Organizational Meeting, to issue an ordinance dealing with the <br />financing of the Arco purchase. <br />Mayor Beebe stated there is a meeting scheduled for Monday, <br />December 22 at 2:00 P.M. with the Regional Income Tax Agency. <br />He stated that Gus Amendola and Dorothy Martin have compiled <br />quite a bit~of information-and. to date he has not received <br />answers regarding the Zumbo Construction, Beta Park, et cetera. <br />Mr. Avery clarified the tax situation to Mr. Delaney-of Deloitte, <br />Haskins and Sells, and to Mrs. Ruggles. <br />Mayor Beebe extended an invitation to all concerned to attend <br />the meeting scheduled with R.I.T.A. Those who wish to attend <br />should be at the Village Hall at 1x,15 P.M. on Monday, December 22. <br />Mr. Bennett stated an earlier meeting was.=.held with Central <br />National Bank and asked Mr. Delaney to explain. <br />Mr. Delaney stated that last Monday a meeting was .held with two <br />members of Hahn Losher and Mr. Avery. <br />Mr. Avery explained that the Village has engaged the services of~ <br />Deloitte Haskins and Sells to prepare a statement of the Villages <br />current financial condition, preparing a statement of funds for <br />1982-83. Their report will cover the period from the last audit <br />ending in February of 1979, through December.31, 1980. <br />Mr. Avery stated that since Central National Bank will not have <br />a tax income for 1980-81 they are less interested to=issue. notes <br />to municipalities because they can't take the tax advantages, <br />however, in a conversation which Mayor Beebe had with Steve <br />Kurkul, they agreed to issue the Arco note and any other notes <br />needed. This would be at a 10%/ rate, Gentlemen's Agreement, <br />and with the agreement that Central National Bank be taken out <br />of our notes by mid-year. <br />
