~zs <br />Discussion was held regarding legislation for the paying of <br />interest on the note, they had made an agreement that they <br />would pay the interest by the 15th of December, with the <br />legislation to be prepared for the January 5th meeting. <br />It was decided that Mrs. Ruggles will set up procedure, <br />management practices, policies, decision making .et cetera. <br />Otherwise, Eloise Maynard and Pat Minor` will be Yiand~ling the ~• <br />day to day business. Purchase ..orders will~~~be stibmit~ed to the <br />Mayor for review. They will also be reviewed by Deloitte <br />Haskins and Sells and by Mrs. Ruggles. <br />Mayor Beebe stated that Mrs. Ruggles suggests that meetings be <br />held with Department Heads in reference to purchase orders. <br />Mrs. Ruggles stated that she felt we should place a moratorium <br />on the~Village, with no purchases other than extreme emergency <br />for 90 days. She further stated there will be no pay raises now, <br />until we know where we stand, possibly in March. <br />Mayor Beebe stated that he had promised to get back to the <br />employees by January with an answer regarding wage adjustment <br />and would like to know what kind of a target date he could <br />give them. <br />Mrs. Ruggles stated by the end of March there should be some <br />kind of indication as to what could be given.6 <br />Further discussion was held regarding financial matters. <br />It was decided that the Finance Meetings would now be held on <br />the first and fourth Mondays of each month so that Mrs. Ruggles <br />may attend. <br />There will be a Finance Meeting before the Organizational Meeting <br />on January 5, at 7:00 P.M. <br />Mr. Flynn, seconded by Mr. Carmen, made a motion to adjourn the <br />meeting. <br />There being no objections, the meeting was adjourned at 6:20 P.M. <br />1 <br />
