~zs Discussion was held regarding legislation for the paying of interest on the note, they had made an agreement that they would pay the interest by the 15th of December, with the legislation to be prepared for the January 5th meeting. It was decided that Mrs. Ruggles will set up procedure, management practices, policies, decision making .et cetera. Otherwise, Eloise Maynard and Pat Minor` will be Yiand~ling the ~• day to day business. Purchase ..orders will~~~be stibmit~ed to the Mayor for review. They will also be reviewed by Deloitte Haskins and Sells and by Mrs. Ruggles. Mayor Beebe stated that Mrs. Ruggles suggests that meetings be held with Department Heads in reference to purchase orders. Mrs. Ruggles stated that she felt we should place a moratorium on the~Village, with no purchases other than extreme emergency for 90 days. She further stated there will be no pay raises now, until we know where we stand, possibly in March. Mayor Beebe stated that he had promised to get back to the employees by January with an answer regarding wage adjustment and would like to know what kind of a target date he could give them. Mrs. Ruggles stated by the end of March there should be some kind of indication as to what could be given.6 Further discussion was held regarding financial matters. It was decided that the Finance Meetings would now be held on the first and fourth Mondays of each month so that Mrs. Ruggles may attend. There will be a Finance Meeting before the Organizational Meeting on January 5, at 7:00 P.M. Mr. Flynn, seconded by Mr. Carmen, made a motion to adjourn the meeting. There being no objections, the meeting was adjourned at 6:20 P.M. 1
