Distinguished Budget Award Presentation - Mayor Rinker said for the third year in a row, Mayfield Village has been the recipient of the award from the Government Finance Officers Association. They annually review the budget process and hand out awards. Witlhout question, we received this award because we have in Phil Brett a fantastic Finance Director. He introduced Ken Kleppel from the Government Finance Officers Association (GFOA.) Mr. Kleppel presented Finance Director Philip Brett with the Distinguished Budget Presentation Award. Mr. Kleppel said out of 4400 governments in Ohio, only 14 received this award in 1995. Nationwide, only a 3ittle over 700 receive the award. Council President FLxler said they will take items from the agenda out of order (regarding legislation for officials-prior to administration of oaths of office.) First Reading of Resolution No. 97-03, entitled; "An emergency resolution providing for the employment of an Engineer for Mayfield Village, Ohio." Introduced by Mayor Rinker and Council as a Whole. Mr. Busa, seconded by Mr. Buckholtz, made a motion to suspend the rules of Council requiring a resolution to be read on three separate occasions. Roll Call: AYES: All NAYS: 1Vone Motion Carried Rules Suspended Mrs. Cinco, seconded by Mr. Busa, made a motion to adopt Resolution No. 97-03. Roll Ca11: AYES: All NAYS: None Motion Carried Resolution Adopted Mayor Rinker administered the oath of off ce to Stephen Hovancsek as Village Engineer for a one-year term. (Tom Cappello was absent.) First Reading of Resolution No. 97-02, entitled; "An emergency resolution establishing terms, conditions and compensation for the services of the Prosecutor." Introduced by Mayor Rinker and Council as a Whole. Mrs. Cinco, seconded by Mr. Busa, made a motion to suspend the rules of Council requiring a resolution to be read on three separate occasions.
