Regular Council Meeting <br />7-17-00 <br />Page 8 <br />Mr. Diemert said this is the same language we have used every other year when we do this. <br />This is to allow authority for Council to have the money available should we need to put an <br />additional light on Wilson Mills going to the river because traffic-wise you think you need <br />one or when S.O.M. Center is widening if you need street lights there or if any street needs <br />one because of any kind of special circumstance. <br />Mr. Busa asked if this is blanket authority to do anything you want. <br />Mr. Diemert said no. You will only appropriate enough to do the normal amount that you <br />do and the administration would have to come back to you for any major light installation <br />and get your approval. <br />Dr. Parker asked in terms of S.O.M., would this not necessarily apply to S.O.M. in that if we <br />are taking out homeowners lights and replacing them--would they be charged special <br />assessments? Dr. Parker said he understands how it works for the rest of the <br />neighborhoods but is trying to understand how it impacts homeowners on S.O.M. <br />Mr. Brett said you have set the rate for two years. If you add additional lights you don't <br />have enough funds coming in if there is no corresponding growth in the tax base. <br />Dr. Parker said so theoretically, there won't be any assessments. <br />Mr. Brett said there will be assessments but you run the assessments to cover what your <br />costs are. He assumes the cost as where they are now. If you add additional street lights, <br />you still have the same pot of money. The only way it changes is if the assessed valuation <br />changes. <br />A brief discussion was held. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Third Reading of Resolution No. 2000-07, entitled; "A resolution re-establishing terms, <br />conditions and compensation for the services of the Director of Law and declaring an <br />emergency."
