Regular Council Meeting Minutes <br />8-21-00 <br />Page 5 <br />Dr. Parker asked if that includes maintenance. <br />Mr. Ilacqua said no; our Service Director spoke at length about maintenance. He feels <br />the cost is containable. A lot has to do with the design and what is planted there (which <br />probably won't be determined unti12002.) <br />Dr. Parker asked if there was any way to project when we might need that median as <br />paved road. <br />Mr. Ilacqua said that is one of his points of contention. You still have the Goldberg <br />development coming in and the Progressive buildings to get filled up. The traffic <br />pattern between Hickory Hill and Highland Road--actually from Highland to White--is <br />still not completely flushed. That is where he has questions about putting a median in <br />first. He thinks, perhaps, if we paved that area with the thought of putting in a median <br />at a later date, makes sense. However, Mayor Rinker prompted the Committee to <br />reconsider the vote. He would like to see the median design incorporated into the <br />initial widening of S.O.M. so it doesn't lie fallow and not get considered at a later date. <br />Dr. Parker said his main concern with putting a median in is having to rip it out in a <br />couple of years because of traffic. <br />Mrs. Cinco said if you read your minutes or attended the meetings, they made a point <br />that it was less expensive to take it out. There was much discussion in the meetings on <br />this. <br />Dr. Parker said he was not suggesting to pave it and then put a new one in afterwards. <br />He was suggesting that if we might be paving it shortly that it might make sense to not <br />have through that stretch. <br />Mr. Brett said there is one lane in the middle. With regards to taking on a median, we <br />will have legislation on tonight where part of the Development Agreement is the <br />removal of a median on North Commons Boulevard. We started negotiations with this <br />particular property assuming that it was the Developer's responsibility to take it out. <br />We negotiated that in exchange for this we would bear the cost of taking out the median <br />but we will go from the standpoint that if you want a break in the median, that will be <br />yours to absorb as the developer. If you want to negotiate something in exchange for <br />that, we will be glad to talk to you about that. Essentially, where you put it in might be <br />up to us--and who is going to bear the cost might be up to you. If you want that break <br />in there-in a sense you will have a little better control over your potential developers <br />there because you could probably say no, you aren't going to put a break in the median <br />at this particular point.
