Regular Council Meeting <br />9-18-00 <br />Page 2 <br />COMMENTS FROM MAYOR RINKER <br />Mayor Rinker administered the oath of office to Thomas Marous as a member of the <br />Architectural Review Board. [Mr. Marous is completing the three-year term of Noboru Asamoto <br />who resigned in March. The term will expire on December 31, 2000.] Mayor Rinker said we <br />potentially may have another opening. Some people have made overtures about whether or not <br />they may continue to serve. <br />COMMENTS FROM,COUNCIL PRESIDENT MARQUARDT <br />Council President Marquardt had no comment. <br />DEPARTMENT HEAD REPORTS <br />Service <br />Mr. Metzung said as a follow-up to the storm (of August 27), he is soliciting bids for repair of <br />the culverts in the areas of Timberline, Hanover and Thornapple. He has received one set of bids <br />and will solicit more. He asked if a Special Meeting of Council could be held the evening of the <br />October Caucus if the bids are received. He questioned going out for informal bids. <br /> <br />Mr. Diemert asked if Council wished to authorize Mr. Metzung to move in that direction (of <br />informal bids.) He asked Mr. Metzung if he did not want to request formal bids because of the <br />time frame of putting together specifications and advertising. <br />Mayor Rinker questioned the cost. <br />Mr. Metzung quoted the informal bids he had received and described the work to be done in each <br />area. The contractor would need to take an excavator into the Hanover area. The specs for these <br />projects are straightforward and advertising for formal bids would require a longer time frame. <br />A brief discussion was held. <br />Mayor Rinker explained how the Village must make judgement calls on these types of <br />expenditures and how things of this nature are pretty event driven. <br />Dr. Parker expressed concern about the potential for reoccurring problems in the Hanover area, <br />that the debris may accumulate again and suggested having an engineer into look at it. <br />Mr. Ilacqua questioned if there is a need for wire mesh or gabions in the Hanover area. <br />council President Marquardt asked Mr. Diemert the wording for the motion and suggested <br />discussion be held at that point. <br />
