Regular Council Meeting 12-18-00 Page 9 NAYS: None Motion Carried Resolution Adopted First Reading of Resolution No. 2000-20, entitled; "A resolution re-establishing terms, conditions and compensation for the services of the Director of Law and declaring an emergency." Introduced by Mayor Rinker and Council as a Whole. Mr. Busa, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an ordinance to be read on three separate occasions. Roll Call: AYES: All NAYS: None Motion Carried Rules Suspended Mr. Busa, seconded by Mrs. Mills, made a motion to adopt Resolution No. 2000-20. Council President Marquardt asked if there were any comments. There were no comments. Roll Call: AYES: All NAYS: None Motion Carried Resolution Adopted First Reading of Resolution No. 2000-21, entitled; "A resolution imploring the Ohio State Assembly to impose mandatory deregulation guidelines against natural gas companies in the State of Ohio." Introduced by Dr. Stephan Parker. Council President Marquardt asked Dr. Parker to explain this. Dr. Parker said it is okay to leave this on first reading. He asked everyone to review the legislation that was in the packet and call him if they had any questions. It is similar to the resolution for electrical aggregation. He asked Mr. Diemert to write up legislation that would allow for aggregation for gas deregulation because there had been a lot of confusion and a lot of people had been shut out of opportunities to get a fair price on their gas. He felt it wasn't being handled right and he felt that unless we created the ability for communities to aggregate that would be the only way we could protect our citizens. There were a lot of questions and concerns brought up at the last meeting. He feels this would make it simpler for our residents and other residents to have some say in what would happen. He thinks this is a good thing for the public and that this will help them out. Council President Marquardt said we will leave this on first reading. OPEN PORTION - 3 minute limit imposed by Chair.
