Regular Council Meeting <br />3-17-08 <br />Page 12 <br />First Readinly, of Resolution No. 2008-11, entitled "An emergency resolution authorizing the <br />Director of Finance, Philip Brett, in accordance with the laws of the State of Ohio, Charter and <br />Codified Ordinances of Mayfield Village, Ohio, to conduct certain financial transactions with <br />Computershare Investor Services regarding shares held by the Village." Introduced by Mayor <br />Rinker and Council as a Whole. <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to adopt Resolution No. 2008-10. <br />Dr. Parker asked Mr. Brett to provide everyone with information on this Resolution. <br />Mr. Brett reported that half of our stock is book entry, half is in the form of a certificate. <br />This would make all of it book entry so you can sell them all at once. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />CLOSING COMMENTS <br />Dr. Parker asked if there were any additional comments. <br />Mr. Saponaro had a resident approach him on Saturday night regarding the Thornapple <br />pump station and the understanding that they were going to get sewers which is not the case. We <br />need to be clear on who is affected by the pump station in terms of any sewers that are going in. <br />This person is having some problem with her property. She is not going to get it repaired because <br />she heard she is going to get a sewer. She lives either on Eastgate or Meadowood which is not <br />slated right now. Mr. Saponaro wants to be clear that we send out the correct message. We may <br />want to send out a piece of literature. <br />Mayor Rinker stated that is a good point. We will do both. Historically what we have <br />done is when we get a little more fact together, especially depending upon how we partner this <br />with the County, we will schedule a neighborhood meeting so that we can go through this. We <br />will update our sewer brochure and prepare a fact sheet. It is a good point and timely. <br />Mr. Saponaro added that timing question arose relative to getting sewers tluoughout the <br />areas that do not have it. Mayor Rinker replied that is a little harder to answer. Mr. Saponaro <br />stated that people are asking, they thought they were going to get them two years ago. <br />For the record, Mayor Rinker stated that 14 years ago, we started the gradual conversion <br />from septic to sanitary sewers. We have done it in a variety of ways. We were fortunate a couple <br />of times around to get what was then known as State Issue II funding. Phil was instrumental in <br />working out a formula where we were able to get a combination of grant low interest loans, zero <br />interest loans and then the balance of the assessments and then a certain contribution from the <br />Village. That basic format is what we follow depending upon timing, the size of the project, a <br />variety of factors. Our endgame has always been to make sure that individual property owners
