Regular Council Meeting <br />9-15-08 <br />Page 14 <br />Mr. Marquardt stated that there are things on this agenda that have not been discussed at Caucus. <br />This one, he would think you would have some kind of documentation. He does not recall <br />seeing anything that gave specifics as to who is responsible for what on this. <br />Mayor Rinker said he believes Council has already voted upon a lease back arrangement, <br />reciprocal parking arrangement, the approvals validating Planning and Zoning and BZA, all of <br />that has been subject.to Council's review. Mayor Rinker reiterated that he does not think the <br />specific as to using the pavers and what the cost would be until this, but in concept, it should not <br />be something that is a surprise or revelation. Candidly, it is consistent with what we have tried to <br />do. Whenever we do a Village project, we have tried to put on it enough quality so that it is <br />something that will stand the test of time rather than just allowing Heinen's north entry on to our <br />property with reciprocal parking. We could put concrete in there but we are looking at putting in <br />some planters, a little bit of landscaping and making it an attractive area as a cornerstone. It may <br />or may not work. Standing alone, it is going to look very attractive aesthetically, but the goal is <br />hopefully it promotes some kind of reinvestment in the property and the Jadd Mall which right <br />now is not at all attractive on the rear portion there. We are all looking at what we are going to <br />do on the west side of this property at some point. Overall, this is just one step out of a series <br />that need to be taken. At the end of the day, Council needs to make a decision as to what the <br />aesthetic is that you want. We can't very well leave the curbing and the space empty. We can <br />throw in dirt. We can plant it with grass. We can have a nominal walkway area in there. We <br />would have to consult with Heinen's to make sure that in terms of any access it has for customers <br />as to health and safety or anything else that comes in there. There may be some design <br />modification. Mayor Rinker cannot imagine that the cost will be significantly different. He can <br />see where it would be less just because the amount of the pavers is a hard cost, but the idea is it <br />can be something that would look good, be durable and function well. <br />Dr. Paxker asked if we have already seen the cost of installation, or will that be coming later. <br />Mr. Metzung stated that the Service Department will do that. Mayor Rinker added that we have <br />always talked that the landscaping components would be something that we would be able to do. <br />Council President Buckholtz stated that he thought everyone was more or less on board just on <br />the diagram and the dialogue. Are they ready to put these in or is this something that we are <br />ordering? Mr. Metzung reported that they have just finished coordinating this with the <br />contractors from Heinen's for them to complete the work. Council President Buckholtz indicated <br />that it is his understanding that we want to do more things in conjunction with the Jadd Mall <br />potentially. He knows we all had copies of the drawing, but he understands that it was not on <br />Caucus and we did not have numbers to look at. If we are ready to move forward, he would note <br />that Mr. Marquardt is concerned about not getting the hard numbers this week or not having it on <br />Caucus. He would still want to move forward. <br />Council President Buckholtz asked if there was any other discussion.
