Regular Council Meeting Minutes <br />11-17-08 <br />Page 8 <br />SPECIAL COMMITTEE REPORTS: <br />Planning Development Committee - Mr. Marrelli reported that a meeting is tentatively <br />scheduled depending upon whether we get information on the fiber for Beta. <br />Information & Technology - Mr. Esborn stated that IT is scheduled for next Tuesday. Council <br />President Buckholtz suggested that we merge this meeting with the Planning Development <br />Committee meeting since they would be discussing the same items. Mayor Rinker stated that we <br />have been talking for quite some time now about the County Innovation Zone and the business <br />plan that we have modified focusing on fiber. The presentation we thinlc we should have in place <br />for Tuesday's meeting is going to be very useful and informative. As we look forward to next <br />year, there are really two big capital projects. By the way, Tom Cappello was advised that the <br />Wilson Mills culvert work can get kicked into 2010. Raleigh was the first part. The balance will <br />be working on Wilson Mills proper i•ight by D.O. Summers. That is going to get kicked into the <br />following year. The other real capital project would be we are looking to install this fiber line <br />where we get 50% of that cost from the County. We are looking to an alternative low interest <br />loan funding to put in the balance of this, really demonstrating how as infrastructure <br />improvement the economic development yield we get on it is very tangible, very positive, and in <br />the short term pretty immediate. Mayor Rinker sees that as one. The other is going to be the <br />police department. You heard it here, the Mayor is advocating a design build. Our budget will be <br />$4,000,000.00. We have a little bit more of that in the kitty, but Mayor Rinker's goal is that <br />whatever we come up with, we are going to keep it at $4,000,000.00. We thinlc we have a <br />superior site at Wiley. We are looking at initiating sending out requests for proposals for a design <br />build approach. We are not quite there yet. We are looking at it. Candidly we think that we can <br />accomplish this. We are going to try. Mayor Rinker's view is someone has to say why we can't <br />do it for the $4,000,000.00. That is a pretty penny and we should be able to do it. That is the <br />target goal for next year. <br />Records Commission - Mrs. Mills reported that the Records Commission will be meeting this <br />Wednesday at 12:30. <br />Health Care Task Force = There was no report. <br />Firemen's Dependents Fund Board - Mrs. Cinco reported that the board had their annual <br />meeting this evening. All were present. Officers were voted in. As long as there are part-time <br />firemen, we are required to meet annually and provide a copy of the minutes to the Ohio State <br />Fire Marshall. <br />OLD BUSINESS? <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. <br />There were no comments.
