Regular Council Meeting Minutes <br />11-17-08 <br />Page 7 <br />to do this year. There are hard costs we pay them for nominal work. Do we put it off for a year? <br />Is there a problem doing that? Council President Buckholtz said we may not need to do that year <br />if there is going to be all of these changes. Mayor Rinker suggested since we are making all of <br />these changes, maybe we should wait until next year. Mr. Marrelli said with regard to the <br />ordinances passed in 2008 we could make copies and punch holes in them and put them in the <br />book. Council President Buckholtz asked how many changes we have done in 2008 that would <br />be affected. Mayor Rinker said for them just. to access it and do any modification, there's <br />probably a hard overhead cost, like an automatic flat fee. He is not sure. Dr. Parker said it <br />seems like they have this magic dollar number that it does not make a whole difference. That is <br />his impression, that they have this fee they charge regardless. Mary Beth did look into it and you <br />wonder where the cost is. Mayor Rinker requested that we hold off this year with Walter Drane <br />unless there is some compelling reason not to. We can worry about it next year when we have a <br />lot of revisions. Dr. Parker asked if there are any legal problems with that. Mr. Dieinert replied <br />that they don't make substantive changes anyways. They would never review what building is <br />doing, they just codify them. Many cities do it every other year anyway. Mr. Marrelli asked if <br />they just feed the new ordinances into the book. Mr. Diemert said they reprint the pages. That <br />might cause multiple page changes and index changes. Mayor Rinker said that typically when he <br />goes on line he will look to see what the effective date is. When in doubt, he will check with <br />either the law department or the building department to get an update anyway. Not everyone is <br />going to that, it's more of a service for people, but Mayor Rinker said it is going to be an <br />incremental change. Mrs. Mills said that Mrs. Betsa always gives us an updated list of the <br />resolutions and ordinances that we passed in the year. You could pick it up from that. Mr. <br />Mai7•elli said when we pass an ordinance that pertains to anything he is involved in, he just <br />photocopies it, punch holes in it and sticks it in the book. Dr. Parker asked if we are able to <br />update our files on disk? Anything that is new or changed is updated by Mary Beth. Drane does <br />not make any changes. Can we do that with our disk and just recopy it with the new changes? <br />Mrs. Betsa will look into that. <br />Planning and Zoniniz - Mr. Marquardt reported that Planning and Zoning met on November 3`a <br />and talked about gas and oil wells. They meet again on Thursday to further discuss this item. <br />Mayor Rinlcer said this should be, pardon the pun, the last gas. Council, if there is anything you <br />think you should send to the Committee, please do so. Mayor Rinker will try to put together a <br />memo of what he sees from our vantage point. We will blessedly relieve P&Z of any further <br />anguish dealing with this. Mr. Marquardt said he obtained a couple of interesting things on oil <br />and gas wells while attending the Ohio Planning Commission that should be incoiporated into <br />Thursday's meeting. Council President Buckholtz said we will discuss this in caucus. <br />Recreation Board - Mr. Marrie reported that Recreation Board will be meeting on Wednesday <br />to evaluate the Halloween party. It was a big success for the kids. Mrs. Mills has already <br />covered the Santa Ride. We will be reviewing pool charges of the surrounding areas. In <br />December we will make a recommendation to Council. <br />
