Organizational Meeting Minutes
1-5-04
Page 2
Mayor Rinker said this is the last time Mr. Saponaro gets to sit in the audience. Mayor Rinker
administered the oath of office to Joseph M. Saponaro as At Large Council Member.
Mr. Saponaro took his seat with Council.
Everyone expressed congratulations to all.
Mayor Rinker said first of all, it is great to be looking at the beginning of a new year. I was
struck by the fact as I was looking back over some minutes-and it is amazing how time flies. It
is not always so much fun but it is always a challenge. Really-I think we have a lot to be
thankful for and a lot to look forward to. I am looking at minutes from January 25, 1999 when
we were talking early on about the expansion of S.O.M. Center Road and at the time I noted that
I thought it would have profound impact on our Village. I think that to put it mildly it is proving
to be every bit of that. Not only has it been a challenge, we hoped that it would be an opportunity
and I am reasonably confident as I sit here tonight and as I look literally and figuratively down
the road ahead that we are going to find in the next year to year and a half, S.O.M. will have a
very profound and positive impact on the community. I think it has done a lot, frankly, to pull the
community together after some initial period of a lot of concern, a fair amount of stress, and we
still have some decisions to make. I have found, really, across the board and the community
people who have been drawn into making decisions, policy decisions, being excited at looking at
the physical change. As I say this year alone, just the changes that we see along S.O.M. itself are
going to be huge. But in conjunction with that, we have looked at planning issues, the 2020
Planning Vision Group has turned its report over to the Planning Commission, eventually
Council will look at it. All along this is a process that will continue to be one that I think
embraces all of our community so all of us here on Council, within the Administration and a few
of you in the audience tonight, volunteers who take their time throughout the year. All of us, I
think, share in what I think is going to be a very exciting year. So I welcome everyone on board,
welcome you for being here tonight and look forward to a very productive year.
Mayor Rinker said with that, we have to open up the nominations for the election of the
President of Council. This is Council's Organizational Meeting. Council first elects its President
and then the President Pro Tem and after that I can't promise that I won't talk anymore-but.....
Are there any nominations for President of Council?
Mrs. Mills addressed Mayor Rinker and nominated William Buckholtz for President.
Dr. Parker seconded the nomination.
Mayor Rinker asked if there were any other nominations.
There were none and nominations were closed.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
William Buckholtz to seNVe as 2004 Pt•esident of Council.
