Regular Council Meeting <br />2-16-04 <br />Page 6 <br />given my reasons why I definitely think the ordinance should be definitely slowly considered and <br />reviewed to make sure that it is in line with the Constitution of the State of Ohio. What I am <br />interested in is the reason why the Village is looking to enact an ordinance that hasn't been <br />needed for over 100 years. If somebody would like to answer that, I am all ears. <br />Ms. Calta said my understanding is this is a request that came in from Chief Dearden. He is not <br />here tonight to speak to all the reasons so I will not speak for him. The Law Department has been <br />reviewing the first proposed ordinance and are recommending some revisions that need to be <br />reviewed by the Chief. As it is proposed tonight on the agenda, we are going to be <br />recommending that it just stay on second reading and not be considered for passage until the <br />Chief can review our recommendations which address some of your concerns. We are open to <br />sharing a copy of that revision with you. <br />Mr. Garvis said we'd love to see it; I would appreciate that. The main concern that we have with <br />this ordinance is with respect mainly to the firearm issue. Concepts of the legislation that will go <br />into efFect in April that strictly mandates openly carrying a firearm-being in compliance with <br />the concealed carry law. I know that sounds stupid. We were not in favor of them. We are totally <br />in favor of fully concealing so there is no issue of why is that person carrying a firearm. But on <br />the other hand, we are also strictly in favor of not prohibiting openly carrying firearms. It is a <br />fundamental issue in the State of Ohio and I appreciate the fact that you guys are taking a second <br />look at it. <br />? Council President Buckholtz said thank you for your comments. If you have any literature that <br />you want to get to Council, there is time this is going at least another month. Rather than the <br />phone calls and just get anything to Village Hall and have it distributed to Council's packet. <br />Mr. Garvis said okay. The purpose of my call was just to see where you were headed with this <br />so I wouldn't have to come out here tonight. I appreciated your openness to the issue. <br />Beverlv Berlin, S.O.M. - said I have been living here for close to 25 years now. I believe that <br />I've been very happy living here but I think the suburbs should get together to realize <br />transportation as they did on the west side recently between Rocky River, Lakewood, etc. to <br />provide transportation for people in the area. It would be a neat thing to consider for the future. <br />Council President Buckholtz said one of the items that our 2020 Vision has looked at is the <br />possibility of transportation and we hope to see that in the future. <br />There were no fiu ther comments. <br />Second Reading of Ordinance No. 2004-06, entitled; "An emergency ordinance amending <br />Codified Ordinances of Mayfield Village regarding the possession of certain weapons in public <br />places." Introduced by Mayor Rinker and Council as a Whole. (First Reading 1/26/04) <br />Ms. Calta suggested this remain on second reading. <br />t <br />?
