Regular Council Minutes <br />9-27-04 <br />Page 27 <br />Mr. Chapman said we talked about that and when you are putting up drywall, you pretty well <br />clean up after the end of the day. <br />Dr. Parker said one other minor issue raised was the arrangement and of course those can be <br />tweaked but the fact that perhaps they should purchase whatever chairs they need and take them <br />to their new facility as opposed to us per se financing their chair purchase and us being left with <br />the used chairs. Obviously, I don't know that our needs have been assessed for chairs but, you <br />know, I think there was a question as to that arrangement and maybe we should look at them <br />maybe as opposed to us financing that. <br />Mrs. Mills said you are still going back to what the lease is going to be. <br />Dr. Parker said I am just throwing that out; I want that as part of the record that we discussed that <br />in our Finance meeting and want that looked at. <br />Council President Buckholtz asked, so what are we doing with this? Are we sending it for a legal <br />opinion and then we will revisit it at Caucus? <br />Mr. Saponaro said code issue is also part of itso I think that we need to look at that. <br />Mayor Rinker asked, subject to those contingencies, do you feel comfortable voting on anything? <br />Several people questioned if it is a church and state issue. <br />Ms. Calta said we have to look into it. Off the cuff if you want an answer, I do not feel that there <br />would be but I would like to look at the details of it. One example is the school having their <br />services; it is really not much different than that arrangement. You haven't talked about actual <br />rent being paid-a dollar amount I assume there is some dollar amount. <br />Mr. Chapman said $14,400 a year. <br />Ms. Calta said that would be considered a fair market value, that we are not giving them <br />something for free. <br />Dr. Parker said it would be nice to get a decision on that simply because I realize the [school] <br />board is different than our civic entity and there may be rules that we practice by that are <br />different from the school board--- <br />Mayor Rinker said here's what I am asking: that we frame this as conditioned upon x, y and z; at <br />least in substance and principle and if Council is comfortable with it, that gives Lloyd, Diane and <br />Joe the opportunity to fine tune this thing and subject to those--and if something crops up, then <br />either we have a special meeting or we come back to it that way. <br />Mr. Saponaro said I have no problem with that. <br />Mrs. Mills asked why not get together and formulate these points that we brought up this <br />evening. <br />
