Council has to ratify it. <br />Tony Giordano said, okay, so there are two meetings at the least, one for the Mayor to negotiate <br />and the other one for you people to vote again? <br />Council President Buckholtz said, correct. <br />Mr. Yarbrough asked, what about Planning and Zoning? <br />Council President Buckholtz said we can't really answer that. Typically not, but if the state <br />changes something or some issue comes up like it's 100 feet, or 150 feet, or 200 feet, or there is <br />some different zoning issue, yes it will go back to Planning and Zoning. It's really a simple <br />systematic situation. It's been long and hard. <br />Mr. Yarbrough said but if the state does not say a thing, if he does get a permit to drill where he <br />is going to drill that he can't legally right now, the next month, if you say no, he will just go <br />along. <br />Mayor Rinker said you have said that about five times tonight. Council President Buckholtz said <br />if that's meant to be, whatever. <br />Mr. Yarbrough said he is going to get a permit. He might as well. <br />Second Reading of Ordinance No. 2008-25, entitled "An ordinance authorizing and <br />directing the Mayor to negotiate and enter into a non-drilling, non-trespassing oil and gas <br />lease with Seagull Development Corp. regarding certain property known as Permanent <br />Parcel Nos. 831-13-005 (4.75 acres), 831-22-031 (1.22 acres), 831-22-002 (2.5 acres) and <br />all contiguous Village owned properties including S.O.M. Center Road." Introduced by <br />Mayor Rinker and Council as a Whole. (First Reading - July 21, 2008) (Second Reading - <br />August 18, 2008). <br />Second Reading of Ordinance No. 2008-26, entitled "An ordinance. authorizing and <br />directing the Mayor to negotiate and enter into a non-drilling, non-trespassing oil and gas <br />lease with Seagull Development Corp. regarding certain property known as Permanent <br />Paxcel Nos. 831-40-001 (10 acres) located on the corner of Bonnieview Road and Beech <br />Hill Road." Introduced by Mayor Rinker and Council as a Whole. (First Reading - July <br />21, 2008) (Second Reading - August 18, 2008). <br />These Ordinances will be kept on Second Read.
