Regular Council Meeting Minutes <br />2-16-09 <br />Page 26 <br />Mr. Marrie said this item was discussed and approved in Finance. <br />Council President Buckholtz asked if everyone received the materials on this item in their <br />packets. <br />Mr. Cappello explained that they had a meeting back in late January with the City of Mayfield <br />Heights, representatives from Pepper Pike and Highland Heights. Originally, they were looking <br />to create a consortium of municipalities to go after potential funding to address stormwater issues <br />and other wastewater and water projects. Basically what this would do for us is utilize the LNE <br />Group which is a lobbying group to petition the powers that be to fill out the applications and use <br />their influence to get potential funding through different funding sources. The good thing about <br />this one funding source, the 594, is that we can actually recoup costs for engineering and design <br />on past projects that would actually reimburse our General Fund. Any monies we get for future <br />projects can cover planning, engineering and also construction. There is a requirement on the <br />one portion that we have to supply or match 25% of any application. Let's say it is $100,000.00, <br />the Village would have to have a minimum of $25,000.00 to recoup $75,000.00. <br />Mayor Rinker said, that's going forward. Mr. Cappello said yes. <br />Mayor Rinker said for recovery, we have already paid. Mr. Cappello said that is correct. <br />There are more details to this. Council President Buckholtz talked to Tommy about this. <br />Council President Buckholtz opened the floor for questions. <br />Mr. Marquardt asked if we have any way of gauging the probability of recovering this <br />expenditure. <br />Mayor Rinker said the specific answer is no. That is why he asked that Mr. Weingardner <br />provide us with the letter that he did. There is no guarantee. They feel very confident. We were <br />approached by the Mayor of Mayfield Heights on this idea because they have had success with <br />LNE dealing with the Mayfield Road project. There's a certain amount of recapture that they <br />have been able to do. The meeting that we had, the representation was that given this year <br />especially with all of the activity that is going on, the timing is good. As he indicated in his <br />memo to Council, the consistent response of each of the other three Mayors was one of this is too <br />short a window of time to be able to jump through it. <br />One of the things that he asked Tommy to do was would there be a way that we could look back <br />on the projects? Mr. Cappello has talked about some of that. The idea is that between Foster's <br />Run, the work that we completed there and the work that we completed with Highland Road and <br />even with Raleigh and looking forward to Beecher's Brook, even though there have been some <br />state monies in those projects, they do not preclude the Federal dollars, it's two totally different <br />sources, the criteria were different. It's as if one does not exist relative to the other. <br />Mr. Marquardt asked if we double dip on them.
