Regular Council Meeting Minutes <br />2-16-09 <br />Page 27 <br />Mayor Rinker replied it is not a double dip. One is from the State of Ohio. The other is from the <br />Federal government. <br />Mr. Marquardt said you are getting paid for two. How much money do we have in the pot right <br />now that we think we might be able to recover? <br />Mr. Cappello replied in the e-mail, the portion in the past, we have approximately $199,000.00 <br />with the Highland, Metropark, Zorn sanitary sewer project. Foster's Run was $190,000.00. Even <br />Seneca Road, we could recoup a small portion of that fee because that would be eligible. It was <br />a past project. We could potentially recoup close to $407,000.00. <br />Mayor Rinker said with the percentages off of that. But that would be - <br />Council President Buckholtz said you also have the sewer projects, Glenview, <br />Mr. Cappello said those are the future projects. The past complete projects, just the engineering <br />and planning, we are looking for $400,000.00. To answer your question, though as far as <br />percentage of guarantee, that's a good question. One of the things that he brought forth from the <br />City of Mayfield Heights is that if we do this, we actually are going to address two <br />Congresspersons, Marcia Fudge from Mayfield Heights and Steve LaTourette from Mayfield <br />Village. Mr. LaTourette is also on the Appropriations Committee. The specific earmarked <br />money that we are going after is just for Ohio. He said he felt highly confident. The one benefit <br />to this one proposal, and they basically did this at the Mayor's request, was to look at, is there a <br />possibility that we can, originally it was $100,000.00 and he basically said what we will do is we <br />will work backwards and get seed money. Basically, it's $25,000.00 upfront. If we get on a list <br />and get funds, then they would recoup an additional $25,000.00. If they don't, they don't. <br />Mayor Rinker added the worst case scenario is we put $25,000.00 in. Mr. Cappello said, plus <br />minor expenses, but right, $25,000.00. <br />Mayor Rinker said the other thing brought out to him and it's one of the reasons we have looked <br />back and we have seen this in just about every application, certainly with the State of Ohio and <br />with the County, when we contribute a portion that there is acknowledgement of that. <br />Sometimes it's a formal crediting in a formula or else it's just a recognition. With Highland, <br />Metro and Zorn, with Foster's Run and then also with Seneca, all we can look at out of those <br />past proj ects is the engineering and the planning and engineering element of it because they will <br />preclude the other. On the other hand, the fact that we've done it, the fact that we've initiated it <br />and in the area that has some benefit. We have to be very blunt. There is a risk in this, but the <br />representations that they have made, the experience that Mayfield Heights has had, Mayor <br />Rinker knows that Pepper Pike has been contemplating it. He is not sure that they are going to <br />participate. There's a certain amount of this. We are trying to bridge a gap between the two sides <br />and yet take advantage of the fact that we have this as an opportunity now. The potential is one <br />that could be very very lucrative. It certainly seems worth the risk.
