Regular Council Meeting Minutes <br />2-16-09 <br />Page 35 <br />Mrs. Cinco said, he won't get his 20 acres. <br />Mayor Rinker said you are going to find out pretty quickly who is willing to sign. <br />Dr. Parker said just because there are deed restrictions - <br />Mayor Rinker said you are changing the fact. Forget the deed restrictions. Think of the <br />Homeowner's Association, meaning people associating together. Neighbors. A neighborhood. <br />A-neighborhood association is neighbors associating. The reason Mayor Rinker is talking this <br />way is you can voluntarily as a resident in your neighborhood pledge, I will not sign that lease. <br />If you can circulate this petition, why can't you circulate that pledge? Answer that question. <br />Dr. Parker said, let me be correct, Joanne was not saying that our deed restrictions were <br />Mrs. Cinco said - <br />Mayor Rinker said, time out. You are changing the subject. They are not relevant to that <br />decision. <br />Dr. Parker said that's what I was hearing. So if that is not what I am hearing and that is <br />not what she is saying, - <br />Mayor Rinker said the fact of the matter is, you can as an association, before you even set <br />foot in that meeting, you can circulate to every homeowner, Hanover, Hardwood, every one of <br />them and you can say, here's the pledge. You probably are more grammatically correct in this <br />document and make it very straightforward, I, so and so, at such and such address, pledge not to <br />enter into a lease, drilling or non-drilling. Sign it. Do you think that's a problem? I would hope <br />it's not. <br />Dr. Parker said your point is taken. <br />Mayor Rinker said all he is saying is the more people who don't treat themselves as <br />victims and recognize they can assert their rights that way, it helps. <br />Council President Buckholtz said if somebody new moves in and takes it to the State of <br />Ohio and challenges it - <br />Mrs. Cinco said then they would not get the 20 acres. <br />Dr. Parker said, perhaps he was misreading it. <br />Mayor Rinker said you weren't misreading it because we have been told that back when <br />the understanding was, it was qualified, it was like, I think I recall that they had deed <br />restrictions. Mayor Rinker remembers his response was check your deed. That was weeks ago. <br />Did you check your deed?
