Regular Council Meeting Minutes <br />6-15-09 <br />Page 20 <br />First Reading of Ordinance 1°10. 2009-37, entitled "An Emergency Ordinance <br />authorizing an agreement with the Board of County Commissioners, Cuyahoga County, <br />Ohio, for the site upgrade of the Cuyahoga County Public Safety Interoperable <br />Communications prime site located in Mayfield Village." Introduced by Mayor Rinker <br />and Council as a Whc.,le. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2009-37. <br />Council President Buckholtz asked if there was any discussion. There was none. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Ordinance Enacted <br />I+'irst Readinlz of Resolution No. 2009-05, entitled "A Resolution declaring the necessity <br />of renewing by levy a tax in excess of the 10-mill limitation and submitting the same to <br />the electorate of Mayfield Village, Ohio." Introduced by Mayor Rinker and Council as a <br />Whole. <br />Council President asked if this is something that needs to be passed tonight. <br />Ms. Calta explained this is going to have to go the Board of Elections, but it can go three <br />readings, June, July and August and then it can go down to the Board of Elections <br />Mayor Rinker stated, if he can interject, if Finance Committee has not really discussed this, he <br />would appreciate the Finance Committee do so and issue a good report. Mayor Rinker wants <br />this to be something where everyone understands the merits of it, something that we can publish. <br />Because periodically when this comes up every five years, a lot of people think, well why do we <br />need to renew a tax? This is so fundamental to our infrastructure, to what we do in the <br />community. It's very important that Finance, it's good for everyone's benefit, both on Council, <br />the Administration and the community. That's Mayor Rinker's request. He thinks it would be <br />very functional. <br />Mrs. Mills stated Mr. Miller has already done that. Primarily he started at the last meeting. <br />Mayor Rinker stated he is not asking Mr. Miller, he is asking the Finance Committee to make <br />sure the discussion is thorough and then present a report.
