Special Council Meeting Minutes 8-3-09 Page 6 come up that some of our understanding of things like geothermal is not necessarily any longer the only way to go or the industry standard. Tim Panzica in fact brought it up and asked if we are interested in geothermal because of the name or are we interested in saving energy and working the building as green as possible. They already have other concepts for that that we as a Council don't have to deal with these specifics per se. They will be dealt with in this one-on-one Committee that expedites. It's a little bit different than doing other kinds. We are within a framework here. It's_ just a matter of tightening up or the Chief deciding certain trade-offs to come in right at that number which is on Panzica's shoulders to come in at that number. Again, the concern was the condition of the land and the quality of the materials and exactly what is being used. Council President Buckholtz feels comfortable that that has already been put out there with the assurance that we are all talking the same language. Council President Buckholtz stated that if anyone has questions, these are the guys to ask now. Mr. Marrie stated that he does not have a question, but he would like to make a comment. He and a few others attended the meeting, other than the Committee. Mr. Marrie just wanted to compliment the Committee for going rhrough the whole process. They went through it extremely thoroughly. He happened to be at the meeting. It dragged out a little bit, but that's the way things go. He would like to compliment Panzica for their extremely professional presentation. • Council President Buckholtz stated just so everyone understands, this is really turning it over through the Mayor to the Law Department to negotiate the first stages or this one contract to move forward. From there it will go basically in the hands of the Chief and the Building Commissioner and the Mayor to tighten up the design and sitework and the materials. Council President Buckholtz stated that a couple of people who were not in the loop at the meeting were Joe Saponaro and Dr. Parker. Council President Buckholtz spoke to both of them over the weekend to bring them up to speed on what we had done. Council President Buckholtz asked if there were any other questions. There were none. Council President Buckholtz clarified to Mr. Saponaro who arrived at the meeting a few minutes ago that Council is voting on Ordinance No. 2009-41 to authorize the Mayor and the Law Director to enter into the first phase of negotiating the actual contract. The Law Director explained that it is a standard boilerplate contract that is dialing in the formula and everything will be in that scope. Strictly with Panzica. We are not negotiating with subcontractors, strictly Panzica.
