Special Council Meeting Minutes <br />8-3-09 <br />Page 6 <br />come up that some of our understanding of things like geothermal is not necessarily any longer the <br />only way to go or the industry standard. Tim Panzica in fact brought it up and asked if we are <br />interested in geothermal because of the name or are we interested in saving energy and working the <br />building as green as possible. They already have other concepts for that that we as a Council don't <br />have to deal with these specifics per se. They will be dealt with in this one-on-one Committee that <br />expedites. It's a little bit different than doing other kinds. We are within a framework here. It's_ just <br />a matter of tightening up or the Chief deciding certain trade-offs to come in right at that number <br />which is on Panzica's shoulders to come in at that number. Again, the concern was the condition of the land and the quality of the materials and exactly what is <br />being used. Council President Buckholtz feels comfortable that that has already been put out there <br />with the assurance that we are all talking the same language. <br />Council President Buckholtz stated that if anyone has questions, these are the guys to ask now. <br />Mr. Marrie stated that he does not have a question, but he would like to make a comment. He and a <br />few others attended the meeting, other than the Committee. Mr. Marrie just wanted to compliment <br />the Committee for going rhrough the whole process. They went through it extremely thoroughly. <br />He happened to be at the meeting. It dragged out a little bit, but that's the way things go. He would <br />like to compliment Panzica for their extremely professional presentation. • <br /> <br />Council President Buckholtz stated just so everyone understands, this is really turning it over <br />through the Mayor to the Law Department to negotiate the first stages or this one contract to move <br />forward. From there it will go basically in the hands of the Chief and the Building Commissioner <br />and the Mayor to tighten up the design and sitework and the materials. <br />Council President Buckholtz stated that a couple of people who were not in the loop at the meeting <br />were Joe Saponaro and Dr. Parker. Council President Buckholtz spoke to both of them over the <br />weekend to bring them up to speed on what we had done. <br />Council President Buckholtz asked if there were any other questions. There were none. Council <br />President Buckholtz clarified to Mr. Saponaro who arrived at the meeting a few minutes ago that <br />Council is voting on Ordinance No. 2009-41 to authorize the Mayor and the Law Director to enter <br />into the first phase of negotiating the actual contract. The Law Director explained that it is a standard <br />boilerplate contract that is dialing in the formula and everything will be in that scope. Strictly with <br />Panzica.
