Regular Council Meeting Minutes <br />9-21-09 <br />Page 9 <br />he notes from driving through there because he always does, he knows we did quite a bit of work <br />in there. <br />Mr. Nichols said, we walked through there one time, remember poug? We looked at the <br />sidewalks. Mr. Metzung replied, right. Mr. Nichols asked, what's happening? You just read the <br />papers and put it aside, or you designate a committee to look into this? Council President <br />Buckholtz asked, there was no work done there? Mr. Nichols replied, on the manholes there <br />were. Nothing repairing the sidewalks. At the one meeting with the Association, that question <br />was brought up to the Mayor and he said we are going to do something about that. Mr. Nichols <br />asked them at that meeting if the city was going to appropriate maybe some money to help out <br />and he said we are going to think about that. That was a year ago. Mayor Rinker said, that's <br />exactly right, yes. <br />Mr. Metzung said at the beginning of the year when we discussed this the Village said that we <br />would repair the sidewalks where damage was caused by the manholes. That is what we have <br />done. Taking on the sidewalks where tree roots or sewer line ditches or other things, those are <br />the - Mr. Nichols stated, responsibility of the homeowner. Mr. Metzung continued, <br />responsibility of the homeowner, not the Village. <br />Mr. Nichols asked Doug if he got a copy of the letter he wrote. Mr. Metzung replied, yes sir, I <br />did and as he responded at the time, the Village will take care of the ones with manholes. <br />Mr. Nichols said he believes in the June meeting, Mr. Metzung said they will be starting the <br />sidewalks. Mr. Nichols will have to look at the notes. <br />Mayor Rinker said he guesses the question though is, it does not sound like the studying is what <br />you are interested in. You are looking for us to repair and replace sidewalk sections that you feel <br />need to be replaced, is that correct? <br />Mr. Nichols replied, yes, or help out with some of the monies that is involved in repairing the <br />sidewalks that are broken up four inches. <br />Mayor Rinker said he thinks we have always done that on a case by case basis if people come to <br />us. We have tried not to be, we always have to strike a balance between whether we go out and <br />we cite people for infractions which we could do. We tend not to do it. We try to send out <br />courtesy letters. We try to work with people. <br />Mr. Nichols asked if they have been sent out. <br />Mayor Rinker continued, excuse me, let me finish, both with the approach and as far as any <br />reparations. There are times that Mayor Rinker sees bills coming across where we are <br />reimbursing people or we are sharing in some of those costs. Mayor Rinker can't tell you <br />chapter and verse. He can't tell you that we have a methodical program. We started one several <br />years ago. Mayor Rinker thinks we had mixed reaction to it. It's not one of those things that is a <br />black and white issue as you would think.
