Regular Council Meeting Minutes 11-16-09 Page 19 Council President Buckholtz asked if there was any discussion. There was none. ROLL CALL: AYES: All NAYS: None Motion Carried Ordinance Enacted Fia-st Readiniz of Ordinance No. 2009-55, entitled, "An Emergency Ordinance creating Section 905.011 of the Village's Codified Ordinances relating to Vehicle Permits, fees and bonds for heavy equipment." Introduced by Mayor Rinker and Council as a Whole. Mrs. Mills made a motion to suspend the rules of Council requiring an Ordinance to be read on three separate occasions. Mr. Marrie stated this is one of the Ordinances the Finance Committee recommended passage at their meeting this evening. Mr. Marquardt suggested the Ordinance be kept on First Read. This is a matter of bonding heavy vehicles and having inspections and that type of thing. Is everyone clear with it? Mr. Marrie asked if this should be left on First Read. Mr. Marquardt stated he does not know that it is that critical at this point. Council President Buckholtz stated it is a change in the Ordinance. Typically, we leave it on First Read, so we should keep it tied to the other one. Mrs. Mills removed her request for suspension. This Ordinance will be left on First Read. First Readin of Ordinance No. 2009-56, entitled, "An Emergency Ordinance amending Chapter 1179 of the Village's Codified Ordinances pertaining to the safe operation of oil and gas wells, along with preserving the character and aesthetics within the Village." Introduced by Mayor Rinker and Council as a Whole. This Ordinance will be kept on First Read. First Reading of Resolution No. 2009-144 entitled "An Emergency Resolution establishing a cellular telephone policy for all Village employees." Introduced by Mayor Rinker and Council as a Whole. Mrs. Mills, seconded by Mrs. Cinco, made a motion to adopt Resolution No. 2009-14. ROLL CALL: AYES: All Motion Carried NAYS: None Resolution Adopted
