A motion to approve URS proposal for wetland and stream mitigation monitoring <br />service required per 401/404 isolated wetland permit conditions for the SOM Center <br />Road improvements not to exceed $41,200.00. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to approve URS proposal for wetland and <br />stream mitigation monitoring service required per 401/404 isolated wetland permit conditions for <br />the SOM Center Road improvements not to exceed $41,200.00. <br />Mr. Brett reported that this covers a 5-year period. <br />Mr. Marquardt asked if there is any consideration in sending this out to bid. Mrs. Mills indicated <br />that this was discussed in finance. Mr. Brett added that you pretty much want the person who <br />designed your wetlands to monitor them. Mr. Marquardt indicated that he would hope they have <br />them documented so that anyone could monitor them. If the documentation is not there, then <br />they are not providing what they should be providing. <br />Mayor Rinker asked Tom if he had any insight on this. Tom indicated that we do not. Mayor <br />Rinker suggested that a representative come in and explain this a little bit more. While it may <br />make the most sense to utilize URS, this is an expense. <br />Mr. Buckholtz stated that this question was raised in finance and whether to defer the issue to the <br />law department. Mr. Brett indicated that the first issue was whether we needed to go to bid. You <br />can under the professional services and the second issue was do we want to go to bid. You can <br />legally go with it as a professional service and then the question is axe you able to go out to bid <br />even with that ability to forego the bidding. <br />Mr. Buckholtz clarified that the question is do we want to go out to bid and have someone look <br />at it and the legality with regard to the professional services contract. Ms. Calta indicated that it <br />would not be a requirement to go out to bid, but it could be sent out to bid. Mr. Marquardt <br />suggested that it may be worthwhile to find out if there are less expensive services for a <br />maintenance-type of thing like this. <br />Mayor Rinker indicated that it might not be bad to have a presentation on this. Before he went to <br />URS, Tom Dembow basically was the spearhead for the Chagrin River Watershed Partnership. <br />Our systems both in the Upper 40 and at the wetlands have essentially been designed by Tom <br />Evans. We are definitely dealing with at least two individuals whose expertise has been critical <br />to the initial design. It behooves us to have them explain a little bit more. It is suggested that <br />they make a presentation to Council as a whole to play up the fact of just what the benefits have <br />been of all of the things we have done. In many respects, improvements have been made on <br />these watershed and it has been appreciated, but we need to check in to this a little bit more. <br />Mr. Marrie asked if we should get him in for Caucus. Mayor Rinker agreed. Mr. Buckholtz <br />stated that if we get them in for Caucus and you find that there is any time constraint whatsoever, <br />we can have a special meeting.
